Reminds me of a movie with Jose Ferrer and Cary Grant.
Jose is El Supremo, Cary is a vacationing brain surgeon. El Supremo is having headaches, which are diagnosed to be a brain tumor. They make Cary a “guest of the state” to do brain surgery on the dictator.

I can gurantee you none of those “ brain surgeons” is going to any international conference unless it’s in North Korea....
