So "waterboarding" has been around since at least 1976.
It was used by the Spanish Inquisition 500 years ago.

Water boarding was done in a very cruel way by the Inquisition and Khmer Rouge.  If you want to ruin and brain damage someone permanently with water boarding and it can be done. We did it the pussycat way which means...just enough to get the information we wanted. If for no other reason than we wanted an intact human being to appear at trial...if there is a trial and one has been in the works for Kahlid Sheik Muhammad for ages

There are many degrees of water boarding.
