New Md. health care delivery system will prioritize wellness ["when the dust settles......"]
Baltimore Sun ^ | January 11, 2014 | Gov Martin O'Malley

Posted on 01/11/2014 1:38:50 AM PST by Cincinatus' Wife

"...That's why we're modernizing our unique system. Under the new approach—made possible by the Affordable Care Act and approved by the Center for Medicare & Medicaid Services—Maryland will implement a groundbreaking new system of health care delivery. Using the rate setting structure, the state will set global budgets and other alternative approaches to payment that reward clinical systems of care for providing improved outcomes at lower costs. Support for this new demonstration has come from a coalition of the hospitals, the insurance companies and the state all working together with a common vision....

Under the new model, our hospitals have committed to achieving significant quality improvements, including reductions in readmission rates and hospital-acquired-conditions rates. We will limit the growth in hospital spending per capita, including inpatient and outpatient care, to the rate of growth in the state's economy. We will also control annual Medicare per capita hospital spending growth to a rate lower than the national annual per capita growth rate....

The new model will complement a number of steps Maryland has taken in recent years to transition our health care system to better support health and wellness. We have built an electronic platform for medical records, which now connects hospitals across our state and serves as a common system for alerting doctors when their patients are in the emergency room, querying prescription databases to identify people abusing pain medications and generating maps of preventable disease and costs. We're also developing an innovative approach that links community health outreach and planning to primary care. And we have created Health Enterprise Zones to address persistent health disparities in five targeted areas across the state.

When the dust from today's political battles has settled, our nation will still need a health care system that works...

How long before having only one child is dictated?

Everything will be tied to our health and necessary for the well being of the planet.

With Obamacare and EPA dictates (they have been given complete control over their actions by the Supreme Court) they will know everything about you and you will have to comply.

Well, as HHS Kathleen Sebelius “I would suggest, sir, that, again, this is an incredibly agonizing situation where someone lives and someone dies,” Sebelius replied. “The medical evidence and the transplant doctors who are making the rule — and have had the rule in place since 2005 making a delineation between pediatric and adult lungs, because lungs are different that other organs — that it’s based on the survivability [chances].”

Top insurer warns that Obamacare enrollment mix worse than expected [Humana, Medicare Advantage] "...............In the same filing, Humana said cuts to Medicare Advantage payments to private insurers made by the health care law would be steeper than expected, triggering changes to benefits.

"The Company expects to continue its standard process of seeking alternatives to minimize the disruption to Medicare beneficiaries this level of rate decline may cause," the filing read. "Such alternatives include clinical management programs, operating cost efficiencies, benefit changes, market exits and other operating strategies. In the interim, the Company also expects to continue its efforts to educate CMS, the Administration and Congress on the adverse impact such rate pressures have upon Medicare beneficiaries."

An electronic platform for behavioral control, problem patient identification, 'whale' patient identification (and the corresponding resource-drain patients), prescriptions linked directly to BATFE and NICS, and cost data that will enable death panels to make a more accurate and equitable death verdict.

Yep, pretty much sums it up.

If this is true...then they should have no problem expanding coverage across the state....instead of the severely limited network coverage of hospitals and doctors available through obamacare at present.

Many states are encouraging healthcare studies in public schools. Here is one example - from California:

“.....The goal of the health careers education program is to establish a rich, rigorous, integrated health careers path, kindergarten through employment, to serve students from every school in California. Establishing quality integrated programs that are accessible to all students will enable them to fulfill their individual career goals and will help meet the health care industry’s human resource demands.”....

I can only imagine the size of the union that will blossom under this influx of workers into careers in “medical care.”

A "look" at the road map ahead: From the UK Telegraph today:

3.2 million think there is ‘no point’ saving for old age as it will be swallowed by care bills" More than three million middle aged and retired people have effectively given up saving for their old age believing there is “no point” because it will only be taken away to pay for care, research shows.

Britain’s biggest charity working with elderly people warned that the Government’s long-awaited overhaul of the care system, currently before Parliament, will fail if large numbers of people simply abandon saving for later life.

Age UK said that the new system, which will cap the amount people have to pay for care in their lifetime, relies on people being able to make a contribution to the cost and could be thrown into crisis if too many people turn their back on saving.

The system, based on the recommendations of a landmark Commission chaired by the economist Andrew Dilnot, is due to come into force in just over two years time.

It will introduce a theoretical £72,000 cap on the amount anyone has to pay for their care in their lifetime, overhaul the system of assessing whether people are frail enough to need care and prevent those who do have to pay having to sell their home.........."

There's the "promise" again -- this one made in the UK - about "universal" scheme...

"....But polling, carried out for Age UK, suggests that the reforms have so far failed to persuade enough reassurance to people to plan for their future needs.

It comes after ministers were accused of betraying elderly people after it became clear that a promised “universal” scheme meant to prevent people having to sell their home to pay for care would not be available to hose with modest savings...." 3.2 million think there is ‘no point’ saving for old age as it will be swallowed by care bills

Doctor: "Well, Mr. or Ms. name, we've made a decision to not treat you in order to keep our global budget in check and keep our costs lower! Sorry, we can't help you!"

Just remember when socialist speak, the exact opposite of what they say is truth. Marylanders should be very concerned.

First they came for the old and infirm, and I said nothing, because I was not old or unwell.

That’s how it starts.

Finally, they came for me, and I said nothing, because there was no one left to hear.

That’s how it ends.

New Md. health care delivery system will prioritize wellness ...

Patient: Cough - cough

Receptionist: Hello; what can the United States Health and Wellbeing Service do for you?

Patient:  I have this bad cough.

Receptionist:  I can see that; what can the United States Health and Wellbeing Service do for you?

Patient:  I need some medicine to cure it.

Receptionist:  That might be true; what can the United States Health and Wellbeing Service do for you?

Patient:  I need to see the Doctor.

Receptionist:  That might be true; but really you just WANT to see the Doctor.

Patient:  No; I really need to see him about this cough.  It's getting worse.

Receptionist:  If you insist.  Sit down with this pad of forms and fill in the data.

Patient:  OOf!  that is HEAVY!  I thought the United States Health and Wellbeing Service got rid of paper LONG ago?

Receptionist:  We did; but the HatefulConservatives kept complaining that patients identities were constantly being stolen and they wanted to starve children by making us go back to paper files again.

Patient:  I see.

Receptionist:  Mumble: I'll bet you do...

a few moments later...

Patient:  Miss;

Receptionist:  That's MS; if you please!

Patient:  Ok; MS; the text on the page is AWFULLY small and my bleary eyes cannot make out a lot of it.

Receptionist:  (heavy sigh) OK; what can the United States Health and Wellbeing Service do for you?

Patient:  Could someone HELP me with this?

Receptionist:  LOOK!  I get paid to ask you "What can the United States Health and Wellbeing Service do for you?" NOT baby sit your problems!  You should have brought in a caregiver if you needed help!!

Patient:  But I didn't know...

Receptionist:  OK, ok, ok... I'll read them to you; but do NOT let anyone else in the waiting room know.

Patient:  All right.

Receptionist:  1. Have you followed the United States Health and Wellbeing Service Guideline for Good Health rules and regulations?

Patient:  I think so.

Receptionist:  Yes or No!

Patient:  Uh; yes.

Receptionist:  2. HAve you exercized the correct hours each day, as prescribed by the United States Health and Wellbeing Service Guideline for Good Health rules and regulations?

Patient:  Yes.

Receptionist:  3. have you eaten the correct amount of fruit, as prescribed by  the United States Health and Wellbeing Service Guideline for Good Health rules and regulations?

Patient:  Yes.

Receptionist:  4. Have you drunk the correct fluids, as prescribed by  the United States Health and Wellbeing Service Guideline for Good Health rules and regulations?

Patient:  Yes.

Receptionist:  5. Have you had sex, in the authorized positions, as prescribed by  the United States Health and Wellbeing Service Guideline for Good Health rules and regulations?

Patient:  WHAT???

Receptionist:  5. Have you had sex, in the ...

Patient:  I HEARD THAT!!! What!!??!!

Receptionist:  Sigh; did you NOT receive the update from the United States Health and Wellbeing Service that amended the Guideline for Good Health rules and regulations - Rev 13.69?

Patient:  uh; I only have a copy that is Rev 13.68...

Receptionist:  Ah... there's your problem.   Since you've NOT followed the Guideline for Good Health rules and regulations COMPLETELY; it is evident that you have made yourSELF sick; and we at the United States Health and Wellbeing Service only treat those who have gotten sick from FOLLOWING the rules.

Patient:  But...

Receptionist:  Next!!!

It already exists. What don't you get about the Gov. writing this and the fact that much of this is in place?
