Asiana victim who was ran over might have been visible to rescue workers, videos suggest

Newly released videos obtained by CBS News suggest that the 16-year-old girl who was run over by a fire truck and killed after surviving a crash on ill-fated Asiana Airlines Flight 214 might have been visible to rescue workers, contradicting earlier reports that she was covered with fire-extinguishing foam.

Ye Meng Yuan died at San Francisco International Airport in July. One video, shot from a camera attached to an emergency worker's helmet, captures footage of a firefighter shouting warnings about Ye to a driver of a rescue vehicle.

"Whoa, whoa, whoa! Stop, stop, stop! There's a body. ... There's a body right there, right in front of you," the rescue worker told the driver in one video. CBS News said it acquired the footage from someone close to Ye's family.

Never-before-seen footage from the frantic aftermath of Asiana Airlines Flight 214 runway crash in July reveals that firefighters tragically did not realize that a 16-year-old victim was still alive - only to run her over twice 15 minutes later.

Video from a camera mounted on a San Francisco firetruck shows at least two emergency workers alerting vehicles to go around Chinese student Ye Meng Yuan as she lay on the ground by the stricken aircraft. The first responders believed she was dead and did not check her vital signs.

One lieutenant told crash investigators that she made ‘a three second’ visual assessment of Miss Yuan and automatically assumed ‘that’s our first casualty’ - without putting a finger to her pulse or checking if she was still breathing.

Less than 15 minutes after the first driver had seen Miss Yuan, they drove over the teen who was now covered in the foam being used to douse the burning plane. Moments later, a second fire truck rode over the student’s body.

I wasn’t talking about the rescue worker. City officials had this video and info immediately after the incidence and lied and lied and lied and lied for months.

Those officials are the ones who need to be in prison as far as I am concerned.

As sad as that incident was I'm willing to assume that that girl's death was a tragic accident,rather than negligence,unless I see convincing proof to the contrary.Even if the girl' body *was* visible they may well have assumed she was dead.

My thinking is basically..."fog of war".

The video shows about 15 minutes after a fire rig driver was first alerted

I hope the driver's presumed prosecution and sentence aren't left up to public opinion based on videos..........

I hope its not based on the lies told by the authorities since it happened.

I doubt anyone gets prosecuted in a criminal court.

First responders are frequently adrenalin junkies with this “out of my way; I’m on a mission to save the world” attitude of entitlement. I was almost taken out by one (and had unpleasant encounters with multiple others) after Katrina.

A city or any other gubmit is as responsible as any company for actions by their authorized personnel while on the job.

The citizens, by electing the gubmit officials, gave tacit approval to their actions or failures in this case, same as any other employer. If they don’t think they can reasonably manage on the citizens behalf, the citizens should replace them.

Looks like it depends on which state:

The idea behind domestic sovereign immunity—also called governmental tort immunity — is to prevent money judgments against the government, as such judgments would have to be paid with taxpayers’ dollars. As an example, a private citizen who is injured by another private citizen who runs a red light generally may sue the other driver for Negligence. But under a strict sovereign immunity doctrine, a private citizen who is injured by a city employee driving a city bus has no Cause of Action against the city unless the city, by ordinance, specifically allows such a suit.

Governmental tort immunity is codified at the federal level by the Federal Tort Claims Act (28 U.S.C.A. § 1291 [1946]), and most states and local governments have similar statutes. Courts and legislatures in many states have greatly restricted, and in some cases have abolished, the doctrine of governmental tort immunity.

I agree with your assessment. The girl was initially visible and presumed dead after a cursory examination. The firefighters were preoccupied with the possibility of major fire and explosions, and unleashed hundreds or even thousands of gallons of foam, some of which covered the woman. Then - some ten or fifteen minutes later - she was run over. I can't see this as anything but a tragedy, and I think it would be a crime to file criminal or even civil charges in this case.

I haven't followed this closely, so I don't know what officials said, but the girl was NOT visible at the time she was run over, and she was NOT run over by the vehicle shown in the video, or at least not in the time-frame shown in the video. I think some people here are jumping all over city officials just because this happened in San Francisco.
