MAKHACHKALA, October 19 (RIA Novosti) – The president of the restive southern Russian republic of Dagestan said Friday that punitive measures should be introduced for parents of minors taking part in extremist militant organizations.
Ramazan Abdulatipov’s press office cited him as saying that young people are being conditioned into hatred for other peoples.
Abdulatipov was speaking in the capital of Dagestan, Makhachkala, at the Congress of Russian Peoples, a forum for discussing relations between Russia’s numerous ethnic groups.
A draft bill on the proposal put forward by Abdulatipov is to be presented by the Congress of Russian Peoples to the State Duma, Russia's lower house of parliament.

To me it looks as if they seek to avoid more division in society as a primary goal.
There is a lot of news using the word "extremism", but not what is and what isn't.
Some of this case reminds me of Israel and demolition of terrorist supporting family properties.

I don’t disagree with this concept, either. The young and impressionable aren’t always understanding in human terms what their terrorist acts are doing. Knowing that it would cause the deaths of their family would make it personal and real. It would also cause paretns to be more vigilent about their children, and maybe not espouse extremist values that make terrorism acceptable.
This is a good plan; we’re not talking about a law-enforcement issue here. We’re talking Hostis Humani Generis. And this crap tends to run in families.
If Little Mo’ blows himself and bunch of innocents up, his entire family, Big Mo’, his his mothers, brothers, sisters, their spouses, and their kids, should be rounded up for wood-chipping.
But allow them to buy their way out with information on Little Mo’s recruiters, handlers, trainers, bomb-builders, paymasters, etc. Any valid info gets the lot off...
And, when you catch them, you know what to do with them, and THEIR families...
And keep going up the chain.
Russia is doing this as well as far as influence and finance.
Russia is moving to reduce the sales of Saudi owned/controlled oil and gas to Western Europe, and Western European control of Eastern Europe. This reduces Saudi cash flow for terrorism through the IMF.
Russia is also opposing Western promoted pro Saudi "democracy" (mob rule) in the ME, reducing Saudi influence and retarding the Muslim Brotherhood Caliphate (and sidestepping war in the process).
However, that's as far as they go, .... for now.

It is the first modern recorded case where the terrorists were forced to hunt and capture or kill their own and turn them over to the non Muslim authorities the hunters answered to.

For some reason, the Russkis seem to have a handle on dealing with terrorists.
Personally, I think it is because they had a hand in organizing, funding, and training so many of them during the Cold War. We should probably be taking notes...

Consider the Soviet Russian controlled Communists were the designated successors to the Shah of Iran when Carter decided to enforce regime change. They lasted less than two weeks and Iran was the first Islamic terrorist "republic" born.
Bottom line, the Soviets didn't get much out of Iran compared to what the Communists would have given them, so they probably took note and quit doing the dirty work for the Muslims after that.
Then consider Serbia-Kosovo, and how Putin duplicated the tactics in Georgia with the Islamic and Christian winners and losers reversed, plus the oil pipeline. Seems the Russians do learn their lessons well.
