Sills ruled by threats and intimidation, ex-staffers complained. She “yells at a volume that resounds throughout the building, slams doors and uses foul language,” a 2006 letter to Condon claims.
That letter also accuses Sills of racism: “She has hired only black teachers and has targeted white teachers and a secretary.” Many left or were forced out.
One former teacher charged that Sills fabricated several observations, rated her “unsatisfactory” and then forged her signature on the documents.

For a minute there I had visions of Hitlary. Birds of a feather, be they black or while. Amazing.
I take it that most of the kids are black. Black on black crime is a non-issue. Look at murders and crime in major inner cities. Liberals want to keep the status quo. To do otherwise is racist.

I would bet there’s hundreds more Marcella Sills in schools around the country. Administrators are reluctant to fire these people. Of course, many of the administrators are probably as bad in their jobs as Sills. Certainly, any non-black adms will be charged with racism if they try to rid the system of worthless people like Sills. And most likely Sills would just be replaced with someone like her. That’s affirmative action for you folks. In the U.S. skin color trumps competence every time.
I think it was Theodore Dalrymple who wrote about the corrosive effects on people when they have to pretend they don't see what's right in front of them. It's one thing to have a gray functionary in a position: people can reasonably think, "Well, nobody else would be able to do much in the job, either,"
However, when there's a comic book figure such as Ms. Sills, and normal people have to pretend they don't notice, it can drive people to despair.

Worse thing is she won’t be called upon to make restitution. She won’t go to prison. Hell she may even be allowed to keep her pension. There will be no satisfactory outcome that will deter the next idiot the DOE pushes through based on any criteria except competence.
They have achieved critical mass in positions of power and are hiring only 'fellow travelers'. In my childrens' school they laid off the only openly Republican teacher claiing budget problems- then hired a flaming libtard teacher a month later
