Because of the United States outsourcing manufacturing to China, the eastern United States saw a decrease in sulfate pollution, but an increase was seen in the western part of the nation.
Average sulfate, carbon monoxide and black carbon concentrations went down by 0.3% to 0.9% when looking at population-weighted averages. But this all comes at a cost: In the western United States and populous Chinese regions, air quality went down.
Over the last decade, China has seen a huge increase in the use of coal-burning power plants, Wuebbles said. Coal use for generating electricity is a big part of why carbon dioxide emissions have nearly doubled their rate of growth worldwide, according to a leaked report from the United Nations Intergovernmental Panel on Climate Change, obtained by CNN.

Gee when the Chinese get all that Canadian oil that would have gone to the US via the Keystone Pipeline the air quality in the Western US will be worse than if that oil had been been consumed in the US where strict pollutions controls are in place.
As a child of the 50's and 60's, I remember "smog alerts". Now, the USA is probably one of the cleanest countries of all the developed nations. But still we're so supposed to reduce our carbon output at the detriment of our economy, when China, India, and other productive countries who are creating the most pollution are not require according to the UN?

If that is NOT what he is saying then he is not saying anything.
The Keystone has always been played to export the product. There was never been a plan to keep the product in the US, especially on the world market when they could sell it higher somewhere else.
Mexico is just as bad in larger cities. Also their annual fires they set to clear off crops.
