Heritage will probably never miss my annual $25, but if they get soft on immigration, they're off my list. I've already had to warn them twice about being soft on the 2nd Amendment. One more strike and they're out.

If the word "heritage" has meaning for current generations, then an organization which goes by that name should honor its name by example. Definition of "heritage": "something that comes or belongs to one by reason of birth."

" If these Commentaries shall but inspire in the rising generation a more ardent love of their country, an unquenchable thirst for liberty, and a profound reverence for the constitution and the Union, then they will have accomplished all, that their author ought to desire. Let the American youth never forget, that they possess a noble inheritance, bought by the toils, and sufferings, and blood of their ancestors; and capable, if wisely improved, and faithfully guarded, of transmitting to their latest posterity all the substantial blessings of fife, the peaceful enjoyment of liberty, property, religion, and independence. From a 1987 Bicentennial Volume entitled "Our Ageless Constitution," the following paragraphs are excerpted. Quotations from former leaders may be enlightening for our generations as it pertains to our common heritage.

The Constitution of the United States of America structured a government for what the Founders called a "virtuous people - that is, a people who would be able, as Burke put it, to "put chains on their own appetites" and, without the coercive hand of government, to live peaceably without violating the rights of others. Such a society would need no standing armies to insure internal order, for the moral beliefs, customs, and love for liberty motivating the actions of the people and their representatives in government - the "unwritten" constitution - would be in keeping with their written constitution.
George Washington, in a speech to the State Governors, shared his own sense of the deep roots and foundations of the new nation:

"The foundation of our empire was not laid in the gloomy age of ignorance and superstition; but at an epocha when the rights of mankind were better understood and more clearly defined, than at any former period.... the treasures of knowledge, acquired by the labors of philosophers, sages, and legislators, through a long succession of years, are laid open for our use, and their collective wisdom may be happily applied in the establishment of our forms of government."

And Abraham Lincoln, in the mid-1800's, in celebrating the blessings of liberty, challenged Americans to transmit the "political edifice of liberty and equal rights" of their constitutional government to future generations:

"In the great journal of things happening under the sun, we, the American people, find our account running ... We find ourselves in the peaceful possession, of the fairest portion of the earth....We find ourselves under the government of a system of political institutions, conducing more essentially to the ends of civil and religious liberty, than any of which the history of former times tells us. We found ourselves the legal inheritors of these fundamental blessings. We toiled not in the acquirement or establishment of them - They are a legacy bequeathed us, by a once hardy, brave, and patriotic...race of ancestors. Theirs was the task (and nobly they performed it) to possess themselves, and through themselves, us, of this goodly land; and to uprear upon its hills and its valleys, a political edifice of liberty and equal rights, 'tis ours only, to transmit these...to the latest generation that fate shall permit the world to know...."

Because it rests on sound philosophical foundations and is rooted in enduring principles, the United States Constitution can, indeed, properly be described as "ageless," for it provides the formula for securing the blessings of liberty, establishing justice, insuring domestic tranquillity, promoting the general welfare, and providing for the common defense of a free people who understand its philosophy and principles and who will, with dedication, see that its integrity and vigor are preserved."

Our ageless constitution can be shared with the world and passed on to generations far distant if its formula is not altered in violation of principle through the neglect of its keepers - THE PEOPLE.

Perhaps the Heritage Foundation will hold to its appropriate role as a preserver, or conservator, of America's founding ideas which appear to be under attack in the halls of government today. How can that role avoid involvement in what may be described as the "politics" of the day?

“Robert Michels — as any reader of James Burnham's finest book, The Machiavellians, knows was the author of the Iron Law of Oligarchy. This states that in any organization the permanent officials will gradually obtain such influence that its day-to-day program will increasingly reflect their interests rather than its own stated philosophy. …

… O'Sullivan's First Law: All organizations that are not actually right-wing will over time become left-wing. I cite as supporting evidence the ACLU, the Ford Foundation, and the Episcopal Church. The reason is, of course, that people who staff such bodies tend to be the sort who don't like private profit, business, making money, the current organization of society, and, by extension, the Western world. At which point Michels's Iron Law of Oligarchy takes over — and the rest follows.

Is there any law which enables us to predict the behavior of right-wing organizations? As it happens, there is: Conquest's Second Law (formulated by the Sovietologist Robert Conquest): The behavior of an organization can best be predicted by assuming it to be controlled by a secret cabal of its enemies. Examples: virtually any conservative party anywhere, the Ronald Lauder for Mayor campaign, and the British secret service. That last example is, however, flawed, since the British secret service actually was controlled by a secret cabal of its enemies in the form of Kim Philby, Anthony Blunt, et al. In which case, Conquest's Law should have operated to make M1-6 a crack anti-Soviet intelligence service of James Bond proportions. But these are deep waters. …”

I couldn’t help notice Rubin plants the idea that Heritage has somehow been slipping in prestige, before she launches her spin on how the Moore addition to the foundation, along with their come-along on immigration should be altogether just the ticket to their revival.

Do you ever get the idea our government policy makers and think tank power brokers are skimming along on another plane, entirely above the people’s ablity to reach it, shape it, or control any of it?

My concern is the huge money incentives that must be raining down on the powerful to facilitate outcomes. The people are sure not asking for this chaotic approach to governance, but for simple things, like enforcement of laws on the books, privacy and property rights, constitutional rights.

I, too, hope Heritage can hang onto its conservative bona fidis. :)
