Whistling Past the Wind Farm: Europe abandons country-by-country CO2 emissions targets

Wednesday the European Commission abandoned country-by-country targets for greenhouse-gas emissions after 2020.

Under the new rules, everyone is committed in theory, but nobody is responsible for meeting the targets.

well, no.

Verdun and the Somme were mass killings of soldiers and that was true of the Soviet side at Stalingrad (now Volgograd), but there were many other little battles throughout I and II
