Ryan says no immigrant workers needed for 10 years

The nation’s economy won’t need additional immigrants for another 10 years, Rep. Paul Ryan told a friendly audience of Texas business executives.

“We will have labor shortages in — not right now — but in the near future, in, say, a decade,” he predicted during a taped appearance at the Hispanic Chamber of Commerce in San Antonio.

Paul’s admission may be a relief for GOP legislators, who are facing conflicting pressures on immigration from voters who are worried about jobs, from business donors eager for new low-wage workers, and from the Democrats’ 2014 campaign strategy of economic populism.

The Jan. 24 forecast comes shortly before Republicans gather for a closed-door strategy meeting in Cambridge, Maryland. GOP leaders, including Ryan, are expected to pressure the caucus to support an unpopular business-backed plan that would immediately increase the flow of low-wage foreign workers — and award work permits to roughly 12 million illegal immigrants — who would compete against their voters for jobs.

Ryan is perhaps the leading GOP advocate for an immigration increase.

“We have to have a guest-worker program so that [foreign] people can come and go freely through the front door to serve our economy, to serve our needs,” Ryan said in Texas, without once mentioning the 20 million unemployed or underemployed American workers, or the 28 million Americans teenagers who will compete for jobs in a few years.

I thought Paul Ryan actually knew some economics. There is no such thing as a labor shortage. If a business needs workers they increase the wage to entice people to work for them. What Ryan is really saying is the Chamber of Commerce does not have to worry about offering higher wages because Ryan would bring in foreigners to work at lower wages.

I thought Ryan was intelligent, boy was I mistaken.

What I don't get is how they define a "labor shortage". Maybe some specialized professions may need workers , when that happens we can allow more people with those skills in. But, to say that we'll need masses of unskilled third world immigrants in the near future is laughable. We have about a 15% (actual) unemployment rate. How does importing new progressive voting dependents solve that?

Let's say there really was a labor shortage of unskilled workers, what would that mean? Businesses would have to increase wages and benefits in the short term to attract people. Doesn't that help the American middle class? If the shortage persisted, companies would find ways to innovate, either new machines, or new methods of doing things or some combinations. Either way people would be paid according to what they produce.

This country became an economic powerhouse in the 19th century when we had labor shortages, due to westward expansion. The union movement didn't really take off until the early 20th century, when we had mass immigration. That coincides with the rise of progressivism. Personally I'd prefer the labor shortage economy.

In ten years we will be experiencing the effects of the latest wave of automation, like driverless vehicles and Watson type AI. There will be no labor shortages.

Between the first quarter of 2000 and the first quarter of 2013, the native-born population accounted for two-thirds of overall growth in the working-age population (16 to 65), but none of the net growth in employment among the working-age has gone to natives.

The overall size of the working-age native-born population increased by 16.4 million from 2000 to 2013, yet the number of natives actually holding a job was 1.3 million lower in 2013 than 2000.

The total number of working-age immigrants (legal and illegal) increased 8.8 million and the number working rose 5.3 million between 2000 and 2013.

Even before the recession, when the economy was expanding (2000 to 2007), 60 percent of the net increase in employment among the working-age went to immigrants, even though they accounted for just 38 percent of population growth among the working-age population.

Since the jobs recovery began in 2010, about half the employment growth has gone to immigrants. However the share of working-age natives holding a job has remained virtually unchanged since 2010 and the number of working-age natives without a job (nearly 59 million) has not budged.

The decline in the share of natives working, also referred as the employment rate, began before the 2007 recession. Of working-age natives, 74 percent had a job in 2000; by 2007, at the peak of the last expansion, just 71 percent had a job, and in the first quarter of 2013, 66 percent had a job.

The decline in employment rates for working-age natives has been nearly universal. The share of natives working has declined for teenagers and those in their 20s, 30s, 40s, and 50s from 2000 to 2007 and from 2007 to 2013. The decline has been especially pronounced for workers under age 30.

Like age, there has been a decline in work for all educational categories. The employment rate for native high school dropouts, high school graduates, those with some college, and those with at least a bachelor's degree declined from 2000 to 2007 and from 2007 to 2013.

The number of adult natives with no more than high school education not working is 4.9 million larger in 2013 than in 2000, the number with some college not working is up 6.8 million, and the number with at least a bachelor's degree not working is up 3.8 million.
