Ramirez was probably “awarded” the fumble because Manning never touched the ball. Had Manning even swatted at it on the way by, he would have been tagged with the fumble.

I believe the official scorer would make to a ‘judgment call’ on who gets the most blame for the fumble. It would have to be more than a finger on the ball by Manning as it flew over and by him.
