It’s my understanding that Congress cannot on its own, bring the matter to court, that it does not have “standing.”

I’m not an attorney. You may be correct. However, the GOP could have gotten behind a private lawsuit of parties with standing.

IIRC, good conservatives who are constitutional lawyers, like Senators Mike Lee and Ted Cruz, are standing by to join those very lawsuits.
