NEW YORK (AP) -- A day after receiving a stinging rebuke from a powerful Albany lawmaker who threatened to block his prekindergarten tax hike plan, New York City Mayor Bill de Blasio angrily demanded a vote while coordinating a show of force to defend his signature proposal that now appears to be in substantial jeopardy.
De Blasio rallied with dozens of influential African-American clergy leaders, including the Rev. Al Sharpton, in Brooklyn, while his close ally Melissa Mark-Viverito, the city council speaker, did the same with local elected officials and parents at City Hall, all urging lawmakers 150 miles to north to consider the plan.
Their demands came a day after Republican State Senate leader Dean Skelos said he would not bring de Blasio's proposal, a tax hike on the wealthy to fund universal prekindergarten, to a vote. The plan, which is the centerpiece of de Blasio's first months in office, can't be enacted without approval from the Legislature.

I trust this bunch so little, that I wonder if Blasio didn’t already know (how could he not have?) that Albany wouldn’t let it go through, and Albany was willing to take the heat so that he could get elected. Because it’s a totally local matter, but one which affects big wealthy Dem backers.

De Blasio’s universal pre-k plan is simply a subterfuge to get the State Legislature to enact his real plan: wealth redistribution. Fortunately, Governor Cuomo and the State Legislature saw through this Communist plan and have told the Marxist Mayor what he can do with it.
If you go back to the early 1800s...you discover there are two sets of political figures in NY state. There is the New York City crowd who can run their own city...but the Albany crowd is a totally different crowd, and will not listen to any political figure from the mayor down to the city council.
Teddy Roosevelt discovered this as a state legislature guy in the 1880s. Getting things done at the state level.....usually involves some element of corruption, or getting the central characters to agree to some minor part of your suggested scheme. It’s safe to say....at the state level....nothing of a drastic nature is ever passed.
Why can’t commie Wilhelm just pass executive orders like his hero Bammy does? Who needs those dead-weights in Albany? (.

Unfortunately for the poverty industry (including public education), the northeast is already burdened with so many costs that new spending ideas of any kind face an uphill struggle. If they are serious about keeping/attracting taxpayers (individuals & companies), they can’t be saddling them with financial commitments like this. Many areas declined gubmint funds to hire legions of new teachers because within a few short years the costs would have transferred from the fed gubmint to the local districts (and the tenure would have made them lifelong employment contracts).
That DeBlasio could even propose this nonsense while the city’s infrastructure crumbles is absurd; this area can’t even afford more rock salt for the snow storms.

Universal pre-K is a thing for liberals because the achievement gap is the result of ill-educated and irresponsible parenting and they believe the sooner you get those kids in front of teachers, the better chance they have to overcome their family disadvantage. Unfortunately there is very little evidence of this; in fact, the evidence from Head Start is quite the contrary. The things that can help some poor kids — school choice, for example — ideological unpalatable because they hurt the teacher unions and only benefit kids whose parents are poor but repsonsible (judgment is bad!).
