Ugandan President Yoweri Museveni said on Friday he would sign a controversial anti-gay bill into law, warning that those who promoted homosexuality would be dealt with harshly.
Museveni last month indicated he was planning to shelve the bill, which has attracted fierce criticism from Western donors and human rights groups since its inception in 2009.
Homosexuality is taboo in African countries and illegal in 37. Activists say few Africans are openly gay, fearing imprisonment, violence and loss of their jobs.
During a conference held by Ugandas ruling National Resistance Movement (NRM) party, a group of scientists presented their findings on homosexuality to Museveni.
(Museveni) declared that he would sign the bill since the question of whether one can be born a homosexual or not had been answered, Anite Evelyn, spokesperson for the NRM party conference, said in a statement.
A ministerial committee examining the issue issued a statement on Friday saying there was no gene for homosexuality and that it is not a disease but merely an abnormal behavior which may be learned through experiences in life.
At the conference, Presidential Advisor on Science Dr. Richard Tushemereirwe told Museveni that homosexuality has serious public health consequences and should therefore not be tolerated.
The bill was first introduced in 2009 and initially proposed a death sentence for homosexual acts, but was amended to prescribe jail terms and life for what it called aggravated homosexuality.
Museveni is viewed as trying to please a conservative local constituency vehemently opposed to homosexuality but also to avoid alienating Western aid donors to the east African country.
The president emphasized that promoters, exhibitionists and those who practice homosexuality for mercenary reasons will not be tolerated and will therefore be dealt with harshly, Evelyn said in a statement.
This comes in the wake of solid rejections of sodomic activity in Russia, Croatia, India, Nigeria, and at least at the street level, France. Kazakhstan is set to take up a Russian-style propaganda law this year.

Spain now has advertisements at bus stops promoting pedophilia equality under the slogan "Yes to pedophilia, No to abuse" Sweden has now legalized through judicial ruling, the handing over of orphaned children to people convicted of child molestation and child pornography charges. In Britain today, it is fully legal to sexually abuse your child by dressing little boys up as girls and raising them to want a sex change. In Argentina, homosexuals spat at, abused and ridiculed Catholics trying to stop their church from being ransacked by the mob. In Massachusetts, your tax dollars pay for the sex change of a CONVICTED MURDERER. Children are taught anal sex and fisting in middle school without their parents' knowledge.

In general, I’m not a big fan of violating anyone’s fundamental human rights to life, liberty and owning property. And I find it hard to take the sides of many of the nations and states going after homosexuals because in general they are such grotesque violators of human rights in general. The main offenders include Uganda, Croatia, Iran, Somalia, Northern Nigera, i.e. the half of Nigeria governed by Islamic Sharia, and other various nations. In Africa with 25% and more HIV rate banning sodomy makes perfect sense.
Sodomy is a Vice-—and no justice System (which is only to promote Virtue for Civil Society) should promote Vice.
When Law ceases to be Just (virtuous), it ceases to be Law.

From what I can tell, he had initially shelved it due to pressure from the UK to cut all aid unconditionally and immediately, but his party told him to either sign it, or face the prospect of not being nominated for reelection.
Museveni made the smart political decision. Russia and China will make up for any lost western aid.
There is a district in SW Uganda where for a time the only people living were old women and children who had not yet reached puberty. People from churches in Kampala would come out on the weekends to help tend the fields so that the locals remaining could harvest a crop. The vast majority of the adults had died from AIDS.
College graduates applying for post grad studies in the US or Europe were required to take a HIV test. 25% tested positive, many of whom swore that they had been celibate since learning of the danger of AIDS in high school.
AIDS/HIV is a deadly epidemic with a major mode of transmission being homosexual relations. It is NOT a political position or a social statement. It is a deadly pestilence. Uganda is working to stop one path of its spread.

European gay pedophiles for years have used Uganda for the child sex junkets. The former King of Uganda, also a gay pedophile, was happy to comply in exchange for aid dollars.
The King is not gone and Ugnadans are taking steps to protect their children. This bill goes beyond that and makes clear criminal penalties will be enforced for repeated homosexual arrests. But this all stems from the gay pedophilia that destroyed the lives of so many Ugandan children.
But there will be crickets from Human Rights and other gay activists organizations about the children their members raped. Nothing. Only gnashing and weeping about the efforts to PROTECT the kids.
