I think that’s just another definition for “bum” just like the word “socialite” is. You know how liberals always like to change words and phrases around, for example “global warming” becomes “climate change”? “Bum” becomes “socialite” - now it is called “Professional human rights activist”. For example being busted for drugged driving means she is now fighting for her rights, so therefore she is a “Professional human rights activist”.
