IRS has no power but to with hold refund. Screw them.
So they will get you for lying on your tax return then?

I’m furiously trying to educate young people within my reach to up their W-4 exemption to 1 instead of zero. Most of the young, barely making it, look forward to that tax refund, as did I in my youth. the IRS will deduct that penalty from a refund...but only if it is there to take.
Don’t bank on that foolishness, they will not stick with that. If there is no refund they will simply credit your tax payments to the health care tax and then you will be owing on your regular tax. They WILL NOT simply write it off because you are not owed a tax refund.
Agree. People need to learn to plan their exemptions close to enough to either not get a refund or to get a very small one.
