Can we file charges of not following their oath of office to uphold the constitution?

Even the taking of your money will not give you standing to sue the government for failing to publish a budget of how they plan to spend it.

The courts will argue that since the taxes were going to be taken anyway, you were not "harmed" by the failure to produce a budget.
