If we considered taking action, and didn't act, it's reasonable to assume we weren't going to take action, long range missles in Gaza not being an issue.

Apparently, the Obama administration is playing word games here. To "monitor" the Iranian vessel isn't the same as interdicting it. If the US was "prepared to take unilateral steps to stop the shipment," we didn't and let Israel do the necessary dirty work to protect its population from more missile attacks from Gaza.
Don't think that the White House was too thrilled about Israel doing what Israel had to do. It sure sounds that way, but then again, it's very consistent with the Obama administration's shameful abandoning of allies all around the world.
