Authorities: Murder Charges Approved for Driver in Crash That Killed Off-Duty Officer

A 31-year-old Calumet Park woman has been charged with murder in connection with a police chase early Friday morning that killed an off-duty Chicago police officer, authorities said.

Shanell Terrell, of the 12300 block of South Throop Street, is expected to appear in bond court Sunday on charges of first-degree murder and possession of cannabis, Cook County State’s Attorney spokeswoman Sally Daly said Saturday evening.

Authorities said Terrell was behind the wheel of a white van and being pursued by a Calumet Park patrol officer when she plowed into Officer David Harris’ black Lexus shortly before 1 a.m. at the corner of 87th Street and South Lafayette Avenue.

In a statement Saturday night, Chicago Police Department Superintendent Garry McCarthy called the charges "a measure of justice for Officer Harris as well as his family, friends, and colleagues, though the pain of his loss makes the news bittersweet.

Manslaughter is a felony too. Murder 1 is an overcharge, “feelgood” for the prosecutor and cops, but a sure loser if there is a trial.

It is. Just because you can’t imagine it, doesn’t make it not so.

The next time a cop tries to pull you over and you take them on a high speed chase, try to tell the judge that you think that shouldn’t be a felony.

Except if this had been an ordinary citizen rather than one of the cops the most she would have been facing is manslaughter. Don’t see how you can get first degree murder out of this, at most it’s second degree and even that is stretching it under most legal definitions.

From the article: “A witness reported that Terrell’s van attempted to elude the police pursuit by driving off and back onto the Dan Ryan Expressway.”

This doesn’t sound like a high speed chase to me...

Unless it was in a traffic jam, if it was on the Dan Ryan, it was high speed.

Thank you for calling attention to the use of the F-bomb. It is becoming quite common everyday language, even here on FR.

It is extremely vulgar, and low-class, to use that word. Mild expletives such as "hell" and "damn" in my view are acceptable. I use them myself from time to time, for emphasis. But the "f-word" is never acceptable to me. I would hope that Mr. Robinson would put out instructions to cease and desist from using the "f-word" since it has no place in civilized discourse, IMO, of course.

Sounds to me like the officer in pursuit shot out a tire or tried to cut the van off, that resulted in the crash...

If this were your son who was killed by this creep, you wouldn’t be arguing that he didn’t commit murder.

I would be devastated if my son were killed, however unless this was the intent of the perp, I wouldn’t call it murder. In a situation where the public is at risk, the police have a duty to stop the pursuit. (but that’s not as fun for them)

I was on a jury once where the cops were chasing a scumbag on the freeway and shined a 2 meg-candlepower light in the driver’s eyes. The car swerved toward the cop car and they charged him with attempted murder. Needless to say, we acquitted him of that. The cop was acting reckless... In the jury’s opinion, the cop should have been charged.

I suspect you must have flunked out of law school. What you would or would not call it is not what the law calls it. If you kill someone during a felony evasion, then you are guilty of murder. Someone already posted the law on felony evasion, and the length of the chase or the speed of the vehicle is irrelevant to the charge. He evaded the police and killed a person in the process. That is Murder. You may not like it. But that is what it is.

And... They may very well get a conviction. However she was charged with 1st degree murder. Doesn’t that require premeditation? Always thought it did.

She’s certainly going to be convicted of something. In my opinion if the pursuing officer wasn’t following the law, he should be convicted as well.

Interesting don’t you think that they charged her with possession of pot and murder 1. No charge for reckless driving or speeding or a DUI?

And... Isn’t it interesting that from the pics in the article, the damage to the van seemed to be on the passenger side behind the front seat not the front or rear? How do you suppose a van could hit a car with it’s side and make such a mess out of the car?

Could it be that there is more to this than is being reported?

Actually, I was brought up to love everyone. And, Chicago cops, for the most part are career criminals :-)
