Hit and run in a horse and buggy? I don’t think they are going to get very far with the buggy driver’s insurance company. They didn’t think to just follow the buggy home? I don’t suppose there was a “high speed chase” involved was there?

Yep. I am guessing there is more to the story than what we're seeing here. The woman in the CRV might have been the actual perp and clipped the buggy. The damage on the LEFT (driver's) side is especially suspicious.

The buggy tried to pass her? More likely, she came to a place in the road with a wide sport or shoulder and tried to pass the buggy because it didn't move over soon enough to suit her.

The Amish have a well-known aversion to getting involved with the law, so if the damage to the buggy was nominal, it is much easier just to fit it yourself and forget it. However, the woman has to explain something to her insurance company.
