If President Obamas 2012 campaign was known for anything, it was its voter mobilization operation, said to be the most sophisticated ever assembled in a presidential campaign. Which makes David Plouffes comments over the weekend all the more telling for Democrats as they look nervously toward the November midterm elections.
When Republican David Jolly defeated Democrat Alex Sink in Floridas 13th Congressional District a week ago, Democratic leaders explained away the outcome by arguing that the district tilted heavily in favor of the GOP in midterm and especially special elections. Rep. Steve Israel (N.Y.), who chairs the Democratic Congressional Campaign Committee, said that Republicans had a 13-point turnout advantage and that Democrats had made up almost all of that ground, only to fall a few points short.
Plouffe, who was Obamas campaign manager in 2008 and oversaw the reelection bid as White House senior adviser, put the onus back on the Democrats. Democrats didnt lose the special election because the Republicans had an insurmountable advantage in the district. They lost because they couldnt get enough voters the ones who backed Obama in 2012 to the polls. Plouffe called the loss a screaming siren for the fall. As he put it, We have a turnout issue.
The independent Cook Political Report, which gives every congressional district a partisan index, rates the Florida district only as narrowly Republican in its leaning, an R-plus-1 rating. Of the 435 districts, the Cook team rates more than 200 as more Republican than Floridas 13th.
Districts like Floridas 13th may look more Republican in off-year elections than in presidential years, but as Plouffe pointed out, thats because Democrats have a turnout problem in those midterm elections. The Democrats coalition includes groups of voters who are simply less likely to show up for midterm elections.

Additionally, you won’t see as high a turnout for a non-black president among blacks, and the youth vote was in the initial stages of collapse in 2012 (down 6 points from 2008)
Democrat voter turnout in Illinois yesterday was terrible. The Republicans running for governor received 400,000 votes more, then Democrat, Governor Quinn and his opponent!!! Pubbies got a total of 800,000 votes and Dems got only 400,000. Texas, then Florida, now Illinois!!! The handwriting is clearly on the wall for any objective observer to see. The Rank & File Democrats, and especially minorities, are not loving Obama so much anymore!!! We shall see as November, 2014 draws closer!!!

I see Hillary running in 2016 as a gift. She is not liked by many Dems, as evidenced by her losing to an unaccomplished Marxist in 2008. Blacks, especially, will stay home.
You can’t rent a passenger van near election days in Galveston County TX because the unions have them all booke to haul voters to the precincts, they’ll get their turnout - or stuff the ballot boxes.
I think the Dems have a solution for that.
Run DeVal Patrick or Cory Booker as VP with a lot of community organizers in the ‘hood talking about “wink wink” Hillary’s health.
So why did Republicans turnout for Jolly? Seems that invoking "Pelosi" was a vote-getter......for Republicans....(cackle).
National Journal reported Repub strategists had measured which messages were most effectively persuading voters to turn in their ballots.
