The only way you can do this is to redirect the radar signal in a direction that is not the same as the impinging signal OR, OR you can send back an equal strength signal in the same direction that is 180 degrees out of phase with the returning signal. You cannot 'reduce' the actual reflected signal without absorbing or redirecting it.

The Thales ‘SPECTRA’ system built for the French Rafale fighter jet works in a similar manner. It uses active cancellation to make the plane ‘stealthy.’ It is the most guarded system on the Rafale.
