You are exactly right and there will be no push by the Republicans in Congress to force Holder to reconsider. They are powerless and like it that way.

A special prosecutor would be meaningless. It would simply give the Democrats and the media (but I repeat myself) a target to demonize and destroy. All the news stories would be about partisan witch hunts; any crimes that may have been committed would be ignored.
Ironic when you consider that the IRS hassles were part of a deliberate "partisan witchhunt" to begin with.
