Hours before meeting his U.S. counterpart on Sunday, Russian Foreign Minister Sergey Lavrov called on Western powers to back a proposal for a "federal" structure in Ukraine.
"If our Western partners are prepared, Russia, the U.S. and the EU will be able to set up a group of support to Ukraine and to formulate general appeals to those who rule in Ukraine now," Lavrov told Russian state television, according to state news agency ITAR-Tass.
This would lead to talks between "all political forces without exception, naturally not armed radicals" and would result in a new constitution allowing for a "federal system of government," he said.
"If our partners are prepared for this, we are open for broadest cooperation," Lavrov added.

I think Obama/Kerry are going to be shocked when they learn of the ‘deal’ Putin called to offer.
I think Putin’s deal is a federalization plan and new constitution. Germany is already on board with the federalization plan. It will be very humiliating for Obama/Kerry to accept this plan, but the other EU countries who depend on Russian gas will agree to it. They don’t want Russian troops in Ukraine.
In other words Putin’s talks will be, I have 80,000 troops on the Ukraine Border, whatever I say goes, now go away little bitty Zero, I have work to do, BTW you can spin this anyway you like, I’m sure you can make yourself look good.
Well the folks currently holding Kiev did not get their power by elections or the will of the people. Tis reasonable to assume a new government structure will be needed that follows elections and laws just like the one the western backed rabble overthrew.
Ohhhhhhhh.....okay....Ukraine has no legitimate government in Kiev and the legitimately elected President had to run for his life.
Federalization was the plan agreed to by Russia, Ukraine, Germany, France & Poland back in February.
The Russians know that it’s always `form-over-substance’ with Barry Obama.
All he wants is to “have a conversation,” then it’s back to the golf course.
They want to work on the terms of Ukraine’s surrender. The Ukraine’s presence for this process is not desired.
Partition of Ukraine and/or a demilitarized land corridor from Russia to Crimea.
Putin no more really cares about oppressed Russians outside Russia than Hitler did about oppressed Germans in Czechoslovakia and elsewhere...it's just a pretense useful for extending his power.
Putin knows he can take whatever he likes without any serious consequences at least until Jan. 20, 2017...maybe longer.
‘Wonder what Lavrov will be passing on to Putin this time.
IF the army is in position it will move sooner rather than later.
