The State Department misplaced and lost some $6 billion due to the improper filing of contracts during the past six years, mainly during the tenure of former Secretary of State Hilary Clinton, according to a newly released Inspector General report.
The $6 billion in unaccounted funds poses a “significant financial risk and demonstrates a lack of internal control over the Department’s contract actions,” according to the report.
The alert, originally sent on March 20 and just released this week, warns that the missing contracting funds “could expose the department to substantial financial losses.”
The report centered on State Department contracts worth “more than $6 billion in which contract files were incomplete or could not be located at all,” according to the alert.
“The failure to maintain contract files adequately creates significant financial risk and demonstrates a lack of internal control over the Department’s contract actions,” the alert states.
The situation “creates conditions conducive to fraud, as corrupt individuals may attempt to conceal evidence of illicit behavior by omitting key documents from the contract file,” the report concluded.
The State Department’s inability to properly file its paperwork is causing most of the losses, according to the report.
The IG “found repeated examples of poor contract file administration” over the years, the report said.
Contracts related to the U.S. war in Iraq, for instance, could not be produced in 33 out of 115 instances, according to the report.

In normal times, some contracting officers somewhere would be in big trouble.

It’s not lost, it’s just a illegal appropriations. The money was purposefully steered towards illicit foreign aide, greasing palms, and some to probably to acorn type organizations and I’m sure a few bucks made it into Campaign coffers and young grand daughters of politicians.
It’s been purposefully obfuscated. The U.S government has been in business for 200+ years. Accounting is as old as well as old as the oldest profession.
Nobody loses or misplaces 6 billion dollars.
The article states that out of total Iraq war costs, I'm estimating $1 trillion, $2.1 billion lacked documentation. That is 0.2% of the war's cost. The Democrats raised holy hell about that.
The State Department budget requests for fiscal years 2009 and 2010 were $14.5 and $16.4 billion respectively. Let's say the State budget was $60 billion for the four years and one month from O's inauguration during which Clinton was Secretary.
The IG's report stated that $6 billion of contracts could not be documented over the past six years. That would include fourteen months under Kerry, forty-nine months under Clinton and four months under Condoleezza Rice. I cannot believe that anything less of 100% of the $6 billion is attributable to the Clinton incumbency.
This is $6B/$60B= 10% of the State budget during Clinton's incumbency, or fifty (50X) times the proportion of undocumented contracts for the Iraq war.
This has all the earmarks of theft.

Want to see the money - go the Management Officer at every mission abroad and look at the budgets. It requires a contract officer and a certifying officer to spend any funds. The Management Officers, is slick will appoint others to serve as alternate or backup certifying officers/contracting officers and use those they rate professionally to spend the money or obligate it. However, the management officer is still on the hook if only because he is where the buck stops and he reviews all spending at post.
