Rocks that are too large are outlawed for many 'crimes' because the woman wouldn't suffer enough.
Also when buried to the waist there's more opportunity to hit the woman's breast and draw out the torture. A more minor 'crime' might allow for larger rocks and the person buried to the neck... where death would hopefully happen quicker.
I understand why these monsters are trying to put pressure on Megyn Kelly... who wouldn't be ashamed of being a member of such a culture?
