Foreign-born persons entering the U.S. legally must go through a health screening process. They must be evaluated for TB and certain other diseases before arriving on U.S. soil. People entering illegally, however, obviously bypass this safeguard to U.S. public health.
U.S. border authorities are responsible for intercepting illegal immigrants entering from Mexico. The Centers for Disease Control and Prevention (CDC) monitors the potential for a more deadly invasion: infectious diseases being carried by undocumented aliens.
CDC Border Infectious Disease Surveillance (BIDS)
Through its Border Infectious Disease Surveillance (BIDS) project, which the CDC began organizing in 1997 in collaboration with Mexican health officials, the agency identified hundreds of persons with hepatitis or a febrile exanthem. The CDC has also observed that “immigrant women may be at risk for diseases such as rubella (due to lack of vaccination) or listeriosis (due to food preparation practices).”
Tuberculosis (TB) is a major threat. The CDC cites foreign-born persons as one of the groups at high-risk for tuberculosis (TB). In 2003, says the agency, foreign-born persons accounted for 94 percent of TB cases among Asians and 74 percent of cases among Hispanics, and six states (California, Florida, Georgia, Illinois, New York, and Texas) collectively accounted for 57 percent of the national total number of TB cases.
Moreover, reports the agency, low socioeconomic status—measured by crowding, education, income, poverty, public assistance, and unemployment (with crowding having the greatest impact)—is associated with an increased risk for TB.
The CDC reports that persons born outside the United States accounted for 53 percent of reported TB cases in 2003, and of the five countries of origin that accounted for the greatest number of foreign-born persons with TB, Mexico had the most (26 percent).
The CDC reports that during 1992-2002, an estimated 380,000-536,000 persons entered the U.S. each year as legal immigrants, refugees, or asylees. “In 2002, among the estimated 516,000 persons in those categories, 86.6 percent were from countries with high incidence of TB.”
The CDC says that in Mexico’s six border states, “estimated annual TB incidence is 27.1 cases/100,000 population, compared with 5.1 cases/100,000 population in the United States. In 1999, Mexico was the country of origin for 23% of foreign-born persons in the United States with reported TB, and 75% of those cases were reported from the four U.S. border states. In 1996, those same states reported 83% of TB cases among foreign-born Hispanics. The high rate of TB at the border, the substantial number of border crossings, the substantial geographic area involved, and the prevalent cultural and linguistic barriers make TB control a challenge in this region.”
In addition to TB, Mexico and Central America are known to harbor malaria, yellow fever, food and waterborne diseases, dengue, filariasis, leishmaniasis, onchocerciasis, american trypanosomiasis, and myiasis, according to NBC4.com’s CDC-based map of the world’s exotic diseases.
Who’s responsible for stopping diseases at the U.S. border?
The Secretary of the Department of Health and Human Services has statutory responsibility for preventing the introduction, transmission, and spread of communicable diseases in the United States. The Secretary of the Department of Health and Human Services, according to Titles 8 and 42 of the U.S. Code and applicable regulations.
Specifically, the Division of Global Migration and Quarantine works through a variety of activities to prevent the introduction, transmission, and spread of communicable diseases in the United States. It operates Quarantine Stations at ports of entry, establishes standards for medical examination of persons headed legally for the United States, and administers interstate and foreign quarantine regulations governing the international and interstate movement of humans, animals, and cargo.
As the CDC’s BIDS project demonstrates, diseases don’t recognize national borders. Even though the U.S. has laws and practices in place to catch infectious diseases hiding in the bodies of persons entering this country, the effectiveness of those laws and practices suffers when people enter illegally.
Freshman Cong Joaquín Castro warned last year that if Speaker Boehner adhered to his promise to invoke the so-called Hastert rule, the House will not pass comprehensive immigration reform last year.
So I guess that will put the kibosh to the ambitious Castro family's plans for America, thank God. God only knows how much San Diego tax money and Congressional tax money----from her sons----is going into furthering mamasita's La Raza activities.

Conspiract and collusion were the watchwords....... race-based "La Raza" was given tax dollars and Congressionsl earmarks to finance its so-called mortgage activities. La Raza's "strategic partnerships with Wachovia and Bank of America forced the falsifications of mortgage-application and the dumbing down of myge requirements and documentation standards.......which caused taxpayers to be socked w/ billions in bailouts as the US economy tanked.
La Raza aided and abetted risky federal and private-home loans to latinos over the last decade. thanks to the lending industrys version of dont ask, dont tell. In addition to millions of federal tax dollars, La Raza also collected a $1 million Democratic earmark that funded community-development projects. Analysts report that much of it went to "mortgage counseling."

NBC Eyewitness News 13 in Indiana yes, Indiana — shows a massive IRS tax loophole which provides over $4 billion per year in tax credits to millions of illegal aliens. In many cases recipients of American taxpayers’ misused monies have never set foot in the United States.
Indiana is approximately 1700 miles northeast of the Mexican border.
A device known as the Additional Child Tax Credit is being used to pay for children living in Mexico who have never lived here. One thief admitted through an interpreter that his address is being used to file tax returns for numerous children, including multiple nieces and nephews. “If the opportunity is there and they give it [to him] why not take advantage of it?” he asked in Spanish. As a stunning example, thousands in tax credits have been awarded to an illegal alien who claimed 20 children live in a single trailer, that actually housed just one little girl.
The IRS is aware of the magnitude of this fraud yet has done nothing to rectify it. In fact, this is the IRS website giving ten tips on how to apply. The application forms are easily downloadable.

A WTHR-TV Indianapolis investigative report exposes a fraudulent scheme wherein the IRS is sending $4.2 billion per year to illegal immigrants as an "additional child tax credit" for children who don't even live in the U.S. Further, the IRS and Congress have been ignoring the scheme for years. The Inspector General's office has repeatedly identified the problem in audit after audit. The IG, Russell George says, "The magnitude of the problem has grown exponentially," but the IRS is doing nothing to stop it. US Rep. Sam Johnson, R-Texas, wants to end the practice of giving illegal immigrants tax credits for kids, but U.S. Sen.
Harry Reid, D-Nev., wont let the House-approved measure H.R. 556 through the Senate. "The System is Working Fine" says Senator Harry Reid, even though the Joint Committee on Taxation calculates that enactment of H.R. 556 would save taxpayers $24.4 billion over the next decade.
The House of Representatives repeatedly has passed an IRS bill that could save U.S. taxpayers up to $24.4 billion over the next 10 years but Harry Reids Democratic Senate will not hear it.
The Refundable Child Tax Credit Eligibility Verification Reform Act, or H.R. 556, would require tax filers to provide Social Security numbers to claim child tax credits.
Currently, the IRS allows undocumented residents to collect the $1,000 credits for dependents not even living in the country.
Watchdog reported that illegal immigrants received $4.2 billion from the tax agency in just one year. My bill (targets) billions of dollars in waste, fraud and abuse. Instead of hitting up taxpayers for even more taxes, Washington needs to go after these billions of dollars, said Rep. Johnson, R-Texas.
Though the GOP-controlled House has passed Johnsons measure three times, Senate Majority Leader Reid, D-Nev., refuses to allow the bill to come up for a vote in his chamber. The IRS has been doling out the credit to tax filers claiming children who do not even live in the country, Johnson charged.

President Obamas budget to be released on Tuesday will propose expanding the earned-income-tax-credit and the child-tax-credit....expanding the EITC to benefit the roughly 13.5 million workers who dont have children. While low-income workers without children are eligible for the tax credit a kind of cash bonus it is far more generous for workers with children. (Excerpt) Read more at washingtonpost.com ...
