Kansas has federal district courts. He/she/it now resides in Leavenworth, Kansas.
Personally, I don’t give a s- if he calls himself Nummy Muffin Coco Butter so long as he rots in jail for the rest of his life. (Although a firing squad is what he deserved.)

Lock him in a room with a fifth of vodka and a sharp KaBar.
Put him back in General Population after he makes his final decision.
A poorly written article, then. When I read “Kansas judge”, I think of a judge in the Kansas judiciary. It should have said “federal judge in Kansas”.
