Black students disciplined at higher rates than whites at Wichita-area schools

Black students at schools in Wichita and surrounding districts are disciplined at higher rates than their white peers, a trend that mirrors racial disparities throughout the country, according to the most comprehensive survey of school civil rights data in nearly 15 years.

The findings, part of an expansive survey of America’s public schools by the U.S. Department of Education’s Office for Civil Rights, shows that black students are more likely than whites to be suspended or expelled at middle and high schools in Wichita and most area districts.

Education officials say it’s difficult to pinpoint reasons for the disparities. But local civil rights advocates say overzealous discipline policies or practices continue to target minority students, pulling them out of classrooms and often into the court system. “Statistics speak for themselves,” said David Gilkey, a gang prevention coordinator for the Urban League of Kansas.

“Nothing changes if nothing changes, you know what I mean?” Gilkey said. “It’s been going on for years. This is not nothing new. We just don’t usually talk about it, but it’s coming to the point where we need to address it now.”

Data for the 2010-11 school year shows that nationally, while black students represented 16 percent of overall school enrollment, they represented 32 percent of students suspended in school, 33 percent of students suspended out of school, and 34 percent of students expelled.

In Wichita public schools, black students made up about 18 percent of total enrollment in 2010-11. They accounted for nearly 22 percent of in-school suspensions, 25.6 percent of out-of-school suspensions and nearly 34 percent of expulsions.

I’m just going to throw this out: When a “problem student” gets in trouble, they are usually run through the discipline stuff more readily than the “high performance” student, regardless of race.

That's profiling. And it's correct. Profiling gets a bad rap. When an otherwise honest student, with a clean record, good grades and active parents, they are going to get the benefit of the doubt. My daughter had an issue at school last year when she turned the tables on a bully in the middle of class. She is a teacher's dream of a student. She was going through a tough time and had had it up to her eyeballs with a peer that incessantly teased her and others. I was never so proud of her after getting the call at work from the Principle. He prefaced his report to me with some VERY complimentary things about my daughter. She was in trouble none-the-less, but really wasn't "punished" at school or at home. We did have talk at home. She was awarded her one "mulligan" because the spirit of what drove her behavior was in line with her Christian upbringing.

Take my daughter's same actions and place the perpetrator instead of my daughter as a repeat offender, he/she likely gets suspended or at least some actionable punishment.

So yeah, I agree with you and support the logical course of actions that considers the person and the action, mostly because intent and the likelihood of future expectations for the individuals are different.

This statement is asinine on it’ face.

First of all, discipline based on “rates”? I thought it was to be based on non-adherence to school rules.

Secondly, I’ll bet that dollars to doughnuts (what does that mean, anyway?) that the “rates” are skewed to benefit Blacks (non reporting, etc.), so as to not reflect just how bad behavior by Blacks really is. This was routine at Trayvon Martin’s school.

Until Blacks are able to knock that “race chip” off their shoulders, they will never succeed in America.

I’m not implying that Blacks aren’t Americans or that they weren’t born here (like their president). I mean this is AMERICA, not Kenya, not Jamaica, not Japan, not China, not France, not Indian territory, not Afghanistan. It is an amalgamation of all nations.

Amalgamation:

A place where the assimilation of racial groups and ethnic cultures occurs; the amalgamation of qualities or concepts, resulting in an improved or unprecedented end-product. This expression alludes to a large cauldron where dissimilar ingredients are blended to form a distinctive mixture. In the United States, the phrase often refers to the ongoing assimilation of vastly different immigrants into the mainstream of American society. Nonetheless, melting pot often carries its meaning of a medley of heterogeneous elements combined into a single work.

Let me take back part of what I said about Blacks not being “American”.

Actually, many people in various culture groups, NEVER become Americans. Chinese that live in so-called “China Towns” and never bother to learn English or American culture. (Substitute any favorite racial group).

You don’t have to give up your native culture or customs, but they “MUST BECOME SECONDARY”. Being “AMERICAN” has to come FIRST. Otherwise, go live in your “mother country”. (not necessarily birth country).

That is a holdover from a time when a dollar was worth a whole lot more than a donut. Like when a donut could be had for a nickel. So it means I am so sure of myself that I would 5 (or whatever) dollars against 5 relatively worthless donuts. Because I think I can’t lose.

The comments at the news site are depressing. While some point out that, just perhaps, the disparity in discipline is caused by a disparity in bad behavior, those people are dismissed as "racist" and "ignorant".

I'm really tired of stupid people deciding that the only reason someone has a different viewpoint is because he's either "ignorant" (ie, has not been subjected to enough PC brainwashing) or racist.

Solution?

Make public schools optional for students; at any time and any age. No more “drop-out” rates to track, no more “schools moving students to prison” rates.

Let them roam free so the schools aren’t tagged with their results.

Now, what do we do about the juvenile and adult corrections system?

I went to the actual source site. As with many gov. databases, the way it lets you pull down the information would never allow someone to quickly interpret the data.

However, that being said, I found missing school districts in my home state. What I wanted to see was disciplinary action at the school level. I am sure predominately minority schools will have a discipline rate far lower that the student enrollment. So what does that say?

We also know that in many city schools absenteeism is a huge problem. Instead of making the jump that fact A mean racism, does the DOE look at other causal factors? I would bet that across race the discipline action increases with student absenteeism.
