I think that “wholesale violence” is “sadder” than despair. Hopelessness may be temporary, while the effects of violence last forever.

I understand, but the wholesale violence results in a fraction of the deaths from substance abuse. On top of that, these people are running up criminal records that will keep them on the margins of society for years to come.
