Dash-cam footage released from scene where Kentucky deputy shot woman, 19, to death outside party
NY Daily News ^ | 4/29/14 | Philip Caulfield

Police in northern Kentucky have released dash-cam footage from the scene where a deputy shot a 19-year-old woman to death as she left an outdoor party in her car over the weekend.

The footage, shot from inside Boone County Sheriff Deputy Tyler Brockman's cruiser, does not show Brockman firing four bullets through Samantha Ramsey's windshield after she alleged rammed him on a road outside Hebron early Saturday.

It only shows Brockman approaching Ramsey's car and her appearing to drive away.

Moments later, a plume of smoke enters the frame and bystanders can be seen weeping in horror.

Boone County authorities were investigating the shooting.

The sheriff's department said it was in self-defense after Ramsey, who had three others in the car, ignored Brockman's orders to stop and slammed into him.

Brockman ended up on the hood of the car before opening fire. No one else was injured.

Sheriff's spokesman Tom Scheben told the Cincinnati Enquirer results of the investigation would be turned over to Commonwealth Attorney Linda Tally Smith, the Boone County's top prosecutor.

It should be easy enough to ascertain whether he shot through the windshield or not... yes?

Another example of a cop going to lethal force as a first option.

One picture shows a tight pattern of four shots directly through the front of the windshield.

Still, why is it necessary to whip out your pistol and shoot a 19 year old in the face unless you yourself or someone else is about to die.

The real issue is the fact that the officer jumped up onto the hood to detain the car and opened fire within seconds.

Was there even enough time for a 19 year old to get off the gas after he jumped up on the hood before he opened fire?

The photo shows four holes in the windshield.

There are 4 holes in the windshield at just about head level.

It’s just that the description of the footage seems to suggest she was driving away and he shot at the car. If the bullet holes are through the windshield, that doesn’t really jibe, unless she was in reverse backing away from him.

She sure wasn’t any where close to aiming at him, in fact she was already well past him, he had to have moved fast and hard to jump up on her hood.

From the cop's position and car's direction of travel, I find it hard to believe that he could have ended up on the hood unless he jumped there. Looks like *if* the car touched him at all, it would've just shoved him away to the driver's left.

But, I suppose he knew that bullet holes in the side window look more suspicious.

I have started to think that a primary objective of law enforcement operations is to so suddenly place oneself into lethal force situations that the intended victim has little-to-no opportunity to react and defuse the situation, ergo, justifying the cops use of lethal force. In other words, morphing into a “justifiable” yet pre-planned way to get away with murder.

For example, break into someone’s house at 3AM and kick down their door. If you see *anything* either dark or shiny in their hands, or if you can’t see their hands, shoot them in their beds. They were either “possibly holding a gun” or “refused to show their hands.” So you kill them. Many would reach for flashlights, or have their hands under the covers. Boom! Dead. “Good shoot.” “Followed [carefully-crafted] policy.”

*******************************************************************

Yes, he did fire the four shots through the windshild...BUT (and this is a big but” the forensics people need to determine the “angle” he shot the girl from. It appears to me (based upon limited information) that he shot from high up down angle somewhat at the girl as if HE HAD jumped onto the hood as one of the passengers apparently said.

In any case WTF is giving with the judgement (or actually lack thereof) of this latest batch of police/troopers. There was actually no need for him to kill this girl—unless he simply wanted to for the hell of it. HE DOES NOT HAVE EITHER THE TEMPERAMENT OR JUDGEMENT TO BE A LAW ENFORCEMENT OFFICER.

The first car in the video he lets drive away, but then tries to stop the girl’s car after she’s pulling away?

I wouldn’t want to let someone that was drunk back onto the highway, but it’s probably not legit to shoot them to prevent it.

LEOs need to reform the rules that allow cops to shoot too kill drivers using the 'I felt my life was in danger' defense.

If they can avoid the car, there is NO excuse for their killing the driver.

I've seen this happen a dozen times on video over the past few years, from as many regions of the country, and it turns my stomach every time.

You have to come across Boone County line
As you’re drivin’ through you better mind your P’s and Q’s
Cause this here stretch if interstate boy is mine

Now you might outrun my old Chevrolet but you can’t outrun my own two way
Lion’s awaitin’ at the station to hear from me

Cause I’ll chase you all the way back to Tennesee

Yeah I don’t take no lip...

So far I guess you been lucky but now you’re in Boone County Kentucky
And I don’t know how things are in Tennessee
I’m the roughest you ever saw around here I’m the law
And it’s been that way since back in ‘43

Yeah I don’t take no lip...
(I run the grocery store down there and I pump the gas and I’m the dogcatcher too yeah
The judge that’s me put up your bond for you if you like
And if you happen to wreck your car on the way to the courthouse)

There used to be a difference, in law-enforcement training, between suspects fleeing arrest and suspects attacking an officer. Now, it seems that a car speeding *away* from the cop is seen as a lethal threat to said officer. Well, a threat to the cop's sense of authority, anyway. Empty the magazine!

There are, of course, situations where the line is blurred. There was a parking-lot shooting last year or so, where shoplifters were approached by a police officer and ordered out of their car. The driver hit the throttle and started to back out of the parking space, scooping up the cop with the open driver's door. He shot the driver. IMO that was within the definition of "lethal threat". This one is not as clear.

if she tried running the guy over after he asked her to stop, and she tried hitting him to where he’s on thetrunk of anothercar and she hits the car, i’d kinda say his life is in actual danger.

now if she just sped away and he opened fire on them i wouldn’t be with him on that.

How does one draw ones weapon while being “run over”. Was his weapon already out and pointed at the teen driver. Did he fire at a fleeing vehicle full of teenagers from the front or rear?

With a vehicle full of kids, is there any way this shooting was justified? If the officers story is true and she almost ran him over, why didn’t he get out of the way and radio it in. If he didn’t know the car was full of kids and didn’t have situational awareness he never should have fired. A Lawyer would destroy this guy on the stand.

I’m gonna hold my fire on this one and see what develops. Surely there is more going on here. If not, this cop is guilty of cold blooded murder! You don’t just shoot someone in the head 4 times without damn good reason! What was his reason? Nobody has mentioned ANY “good” reason so far, at least in anything I have read.

Obviously from the video’s he is up walking around. So, obviously she didn’t just “run over him”. Something else motivated this cop to jump on a hood and shoot a 19 year girl in the head four times! Good grief! Come on!

My suspicion: he ordered her to stop, she didn’t stop for whatever reason ranging from didn’t hear him to fleeing from him, he jumped on the hood and then he fired. The “ramming” thing sounds like a CYA pretext cooked up after the fact. Maybe the car ran into the cruiser after he shot her.

In an instant this PIG ended the life of a young woman and devastated her family, for what?

This copy should be tried for murder and if found guilty, promptly executed.

Only when these fascist pigs start paying with their lives will this stop.
