Did Illegals Misusing SSNs Earn More on Average Than US Women?
Townhall.com ^ | April 30, 2014 | Terry Jeffrey

If you simultaneously accept estimates published by the Census Bureau and the Chief Actuary of Social Security, then illegal aliens who misused Social Security numbers to work illegally in the United States in 2010 earned more on average than American women did.

The Office of the Chief Actuary published an analysis in April 2013 entitled, "Effects of Unauthorized Immigration on the Actuarial Status of the Social Security Trust Funds." It included this question and answer:

"Question: Of the unauthorized workers paying OASDI (Old-Age, Survivors, and Disability Insurance) taxes, what is the average level of earnings upon which the taxes are levied and how does that level compare with the broader U.S. labor force?

"Answer: We assume the average level of taxable earnings for these unauthorized workers equals about 80 percent of the average level for all workers. For 2010, we estimate this average level for these unauthorized workers to be about $34,000."

The Census Bureau's historical income Table P-43 lists "Workers (Both Sexes Combined) by Median Earnings and Mean Earnings."

This table says that in 2010, American workers had mean earnings of $42,494. The $34,000 in average taxable earnings the Chief Actuary estimated for illegal aliens paying OASDI taxes does indeed equal 80 percent of that.

Meanwhile, the Census Bureau's Table P-42 lists "Workers by Mean Earnings and Sex." It says female workers in the United States in 2010 had mean earnings of $33,771 (in 2010 dollars).

That is slightly less than the $34,000 in average taxable earnings the Chief Actuary estimated for unauthorized workers misusing Social Security Numbers.

However, the Chief Actuary's analysis concedes that estimating the relationship between the illegal alien population and the flow of money in an out of the Social Security program is not easy.

"The difficulty lies in determining what portion of total taxes paid to and benefits received from the Social Security Trust Funds derive from the earnings of these immigrants," says the analysis. "We can only estimate these amounts using the best available information."

The Chief Actuary's analysis concluded there were a total 7 million unauthorized workers in the United States in 2010. It divided these unauthorized workers into two basic categories: 3.9 million who worked in what it called "the underground economy," and 3.1 million who misused Social Security Numbers to secure jobs for which their employers withheld taxes.

The actuary subdivided the 3.1 million into three groups. These included: 1) 0.6 million who "entered the country legally with a temporary visa, have overstayed their visa (work or student), and are working using their legitimately acquired SSN;" 2) 0.7 million who "obtained fraudulent birth certificates at some point in the past and these birth certificates allowed the workers to get an SSN," and 3) 1.8 million who "worked and used an SSN that did not match their name in 2010."

According to the actuary report, the illegal aliens paying payroll taxes are a fiscal boon to Social Security.

"Our projections assume that unauthorized residents work at about the same rate as the rest of the population by age and sex, but earnings are less likely to be reported as taxable and even less likely to be credited for future benefit entitlement," says the analysis. "Thus, our projections suggest that the presence of unauthorized workers in the United States has, on average, a positive effect on the financial status of the Social Security program.

"For the year 2010, we estimate that the excess of tax revenue paid to the Trust Funds over benefits paid from these funds based on earnings of unauthorized workers is about $12 billion," says the analysis.

The Office of the Inspector General of Social Security published its own analysis last August on the misuse of Social Security Numbers.

In 2010, the IG said, employers filed 7.3 million W-2 forms on which the name and the Social Security Number did not match and that SSA could not attribute to a known Social Security Number holder. These W-2s reported $70.3 billion in wages -- an average of $9,630 per W-2.

SSA accounted for this $70.3 billion in wages in what it calls the Earnings Suspense File. "The ESF," said the IG, "has accumulated approximately 320 million wage items representing about $1.1 trillion in wages for TYs 1937 through 2010."

Said the IG, "In previous reports, SSA acknowledged unauthorized noncitizens' intentional misuse of SSNs has been a major contributor to ESF growth."

"Furthermore," said the IG, "a senior employment tax official at the IRS acknowledged that unauthorized noncitizens accounted for a high percentage of inaccurate wage reporting."

"In addition," said the IG, "the IRS was reluctant to impose existing fines or penalties against employers who consistently submitted erroneous or inaccurate wage reports."

Given the government's manifest tolerance toward those who employ illegal aliens, how consistent have some of those employers been in filing erroneous or inaccurate W-2s?

The IG looked at the 100 employers in 2007 through 2009 who filed the largest number of bad W-2s and the 100 who filed the largest as a percentage of their payroll. Collectively, these 200 employers filed 2,477,546 no-match W-2s over the three-year period -- or 19 percent of all they filed.

One employer filed 117,792 in three years, said the IG, and another had 98 percent on which the name and Social Security Number did not match.

“In addition,” said the IG, “the IRS was reluctant to impose existing fines or penalties against employers who consistently submitted erroneous or inaccurate wage reports.”

“One employer filed 117,792 in three years, said the IG, and another had 98 percent on which the name and Social Security Number did not match.”

WHO? Name the employer.

"the IRS was reluctant to impose existing fines or penalties against employers who consistently submitted erroneous or inaccurate wage reports."

So we can easily identify probably tens if not hundreds of thousands of cases of identity theft, but we choose not to.

Oh yeah, BTW, are those people are all felons for fraudulently claiming to be US citizens with the right to work here?

If you include identity fraud, tax fraud, immunity from prosecution, and theft of services, I would say that the illegals made out like banditos. Being a foreign invader residing in the US does have its perks.

Pull this same stunt down in mexico gringo, and see how fast you end up dead, or in a mexican prison.

Great comment from the source:

I suspect that if the payroll represented by those unmatched W2s was treated as a non-deductible business expense the problem would fix itself in short order

Yep, they could easily identify..all they have to do is pull a social search from one of the 3 credit bureaus. The fact that it’s so easy to do tells me they just turn a blind eye to illegals using U.S. citizens ss #’s.

I’ve been saying this for years too. The politicians are turning a blind eye because it is the illegals who are keeping Social Security afloat. They pay in, but can never collect.

Every time I mention this, someone pops up and tries to shout me down. But of course, they can never disprove.

The ‘Commander In Chief” is using a Soc Sec number issued to a man born in 1896.

He makes $400,000 a year.

I wonder if they included him in their calculations???

Mexican citizens pouring over the border have no desire to be part of America...the savages overrun our orders, and occupy our nation, to get their hands on our wealth.

Or should we call these "acts of love"?

<><> nativist illegals actively undermining US ntl security.

============================================

It's all about... invasion, occupation and annexation......the Third World's declaration of war against America. We need to either meet it with force to preserve what is left of our culture and our physical borders...... or we surrender and cede our history, our values and our way of life to socialist-bred savages.

America’s vote-crazed “leaders” are too fearful to stop it. The invaders believe they can execute this strategy with very little opposition. Mexico wants the entire American landmass up to the Canadian border.

Nice going, amnesty-loving Democrats. Amnesty means being forever tarring your party as the party of extortionists, murderers, felons and predators. Americans will not forget that Democrats aided and abetted rampant crime, law-breaking and violent, armed takeover of the SW.

PEW REPORT The US is the most important source of remittances to Latin America, accounting for 3/4's of last year's $52.9 billion total. -- wire transfers of US tax dollars accounted for the highest percentage of GDP in El Salvador (16.5%), Honduras (15.7%) and Guatemala 10%).-- The US is No. 1 nation from which illegals' wire transfers originate, sending $123.3 billion abroad in 2012.

INCONVENIENT FACTOIDS Amazing how much discretionary income low-wage illegals send back home....illegals barely eaking out an existence on sub-minimum wages, in jobs like lawn-mowing and hamburger flipping have money to burn.

<><> A latino woman residing in California, who spoke not a word of English, had a $100,000 nest egg and lived in a paid-up $100,000 home. She was on TV b/c she lost the nest egg to a father/son con game. The conmen were also latinos who got filthy rich preying on non-English speaking latinos, supposedly in low-paying jobs, who had hundreds of thousands of dollars to invest.

<><> The one million Dominican Republic citizens currently living illegally in the US send home about a billion US dollars annually---which is considered by the corrupt do-nothing DR govt to be a major source of state revenue.A steady exodus leaves the DR for US shores (lured by the endless US gravy train).

<><> US newspapers report Dominican Republic illegals here get EBT cards then ship the food to the D/R where their relatives sell the food on the street.

<><> A US post office near the Mexican border was used by illegals to send US gravy train money back home. It was so busy, the US govt had to add-on several trailers to handle the business.

Amazing how LITTLE discretionary income low-wage CITIZENS have despite the welfare state (or maybe because of it).

They're not earning sub-minimum wages. They have false papers and make over minimum wage*. They're also kinda thrifty. If you cook all your food from scratch, $100 a month covers your food bill. They convert single family homes into dormitories, so housing expenses are minimal. Bottom line is that out of the typical $15K to $20K annual income, they can probably save at least 50% of that sum a year.

* Employers don't mess around over minimum wage. All it takes is one whistle-blower (who gets a share of the penalties), and they're up to their necks in restitution, fines and maybe even prison time. The Labor Department has gone to the trouble of taking trips to foreign countries to locate and reimburse illegal alien workers for being paid sub-minimum wages.

BTW, you forgot to mention:

<><> illegals' membership in radical America-hating organizations planning armed conflict to takeover the American SW,

<><> using multiple stolen Social Security numbers,

<><> cashing multiple US govt checks,

<><> engaging in voter fraud to solidify Third World power on Us soil,

<><> voting under several identities,

<><> encouraging illegals to vote using multiple identities,

<><> using multiple identities to get US govt freebies,

<><> pocketing welfare, food stamps, EITC refunds, SSI, free medical care, Section 8 housing, UI, Workmen's comp under several identities?

<><> receiving hefty SS checks by claiming "asylum"

<><> falsifying apps to get fraudulent sub-prime mortgages,

<><> making false claims on IRS forms in order to get multiple EITC refunds?

<><> using illegal driver's license,

<><> wire-transferring money back to Mexico; the Third World,

<><> having offshore accounts under multiple identities,

<><> illegals as paid agents of foreign governments,

<><> cashing multiple govt checks under several identities in these categories:

UI, SSI, Workmen's Comp,

TANF (temporary assistance to needy families),

WICS (food assistance),

subsidized Section 8 shelter,

ObamaPhone subsidies,

Utility Assistance subsidies,

School breakfasts/lunches/snacks subsidies,

$5000 a year EITC checks per identity.

========================================

Better add this in, too:

<><> A Miami paper reported that cargo flights carried millions of US greenbacks in suitcases, port cargo containers, and money bags, from Mexico to Texas, and then to Miami Intl Airport, on a routine schedule.

From there, authorities say, the money was laundered by two Mexican businessmen through a Miami-Dade check-cashing company that used the dollars to cash the payroll checks of undocumented workers at local supermarkets.

It was all part of a Mexican-Miami bulk-cash network that federal agents say may be funded by drug profits south of the US border.

The culprits--Martin Diaz and Enrique Guerra--arrested earlier this month, appeared before a federal magistrate on charges of conspiring to launder US dollars for the purpose of “harboring illegal aliens’’ in this country. (Excerpt) Read more at miamiherald.com ...

Every population demographic has its share of criminals. Leaving out immigration issues, illegals actually have a lower crime rate than the legal population. They should be deported, but they’re not particularly crime-prone. Our crime problems mainly (>50%) come from the black population, and the vast majority of them are legal. Here’s the kicker - illegal blacks commit crimes at a fraction of the rate of the legal ones.
