BERLIN - German Foreign Minister Frank-Walter Steinmeier on Sunday called for a second international conference to put an end to the crisis in Ukraine.
He said he made the proposal in telephone conversations on Sunday with EU foreign policy chief Catherine Ashton, U.S. Secretary of StateJohn Kerry, Russian Foreign Minister Sergei Lavrov and the Organization for Security and Cooperation in Europe (OSCE).

Ukraine announced almost immediately after the last one that they had no intention of following it.
Indeed, it is pointelss to try and negotiate with Russian liars. Better just to kill them all.
Because the Germans are afraid of economic blowback from the coup. The US and EU set this in motion, and now Merkel sees that trying to force Ukraine into the EU was a major mistake. Polls in Germany show the same thing.
Maybe Germany and Russia have a plan to divide up Ukraine.
You got that right. Russia can be beat and needs to be. Communists hard core leadership never works indefinitely.
Nobody is trying to force Ukraine into the EU. Ukrainians want to join the EU but the EU will not let them. The conflict between Russia and Ukraine has happened because Ukrainians do not want to be Russia’s slaves.
John McCain, a former Republican candidate for the White House, on Thursday accused Merkel of standing in the way of firmer measures against Russia over its actions in Ukraine due to Berlin’s lucrative business ties with Moscow.
“I would tell her that I am not surprised but embarrassed at their failure of leadership. They’re the leaders, they’re being governed by the industrial complex from Germany,” McCain said.
Republican Senator Jeff Sessions echoed the rebuke, saying there needed to be “a clearer, more focused, more unified position, and Germany is right there in the middle of it.”
The remarks sparked outrage in Berlin, with top-selling newspaper Bild saying McCain had “attacked” Merkel with “crass” comments.
You are very incompletely informed. Did you even read about this region before the Russians moved into Crimea? Moreover, Talking as if “Ukrainians” have uniform views is ridiculous.

You said Germany tried to force Ukraine into the EU. That is 100% false. It’s 180 degrees opposite of the truth. The majority of Ukrainians want to be part of the EU, but the EU will not offer them membership.
No quick offer of EU entry to Ukraine despiteregime change - February 24, 2014 - While saying it "hears" Ukraine's dream of joining the EU, the Western bloc failed Monday to hold out the prospect of entry in spite ofregime change that began with pro-EU protests.
Actually, they do.
And I believe that's how this will end - a reversal of Stalin's "mistakes" with Lemberg/Lwow back to Poland, Konigsberg back to Germany, and Kiev + points East back to Russia.
The only question is will Brest, Grodno, and Vilnius/Wilno be thrown into the deal, along with Stettin, Danzig, and Breslau.
I wish we were reading the correspondence between the Wilhelmstrasse (or wherever the German FM hangs out these days) and Moscow.
The strong do what they can, the weak do what they must.
Please note that it says “quick offer”. But, beyond that, the original issue was a trade deal tying Ukraine closer to the EU that would have eventually put Ukraine on a glide path to the EU. Russia didn’t want that and offered a much richer deal to the Ukraine, which Yanukovich decided to support. That is when a few thousand people were mobilized for demonstrations in Maidan. It was mostly Astroturf, but it played well to the cameras.
I didn’t say Germany tried to force the Ukraine into the EU. The EU and Obama sought to take Ukraine out of the Russian sphere of influence and move it into the EU/NATO sphere of influence by using a trade deal, which held out the prospect of future EU membership. The Russians offered a much better economic deal that was going to be accepted, and then the EU/Obama set in motion events that led to a coup. The specific “cause” of the Astroturfers in Maidan was specifically that they wanted the EU deal, not the Russian deal. There is no doubt that many Ukrainians want to be part of the EU, but many do not. It all breaks down along ethnic and linguistic lines in the Ukraine. What makes you think that the EU socialist kleptocracy is better than the Russian semi-socialist kleptocracy? Obama is destroying our country, and you are distracted by a dispute that you don’t understand and that even the Germans recognize is not a life and death matter for them.
Wagging the dog seems to work. It worked, after all, for Clinton.
Putin tried to buy Ukraine but the Ukrainian people do not want to sell their country for any price, so they rose up an overthrew Yanukovich, who ran away to Russia. The Ukrainians want to be in NATO and the EU precisely because they do not wish to be part of Russia’s “sphere.” I support them and anyone else who wishes to be free from Russia’s neo-Soviet imperialist domination.
It could be that Obama is planning to tell Ukraine to give up the South and East and submit to a Russian puppet in the elections to make the problem go away. The Germans and EU would also benefit because the EU/IMF/World Bank would no longer have to make those loans to a state that would not pay them back.
McCain, you better also yell at Obama. He didn’t want to put sanctions on Russia at all (well except the anti-gay ones).
One of the ways Obama is destroying our country is by weakening our leadership role in the world and inviting Russian aggression with his weakness and cowardice. You apparently approve of how Obama has diminished US stature in the world and think we should have a policy of acquiescence and appeasement in the face of Russia’s lawless brutality.
