Not strange about the melanoma rate at all. One big risk factor for melanoma is low vitamin D levels.
I think people who live in bad climates tend to over do it when the finally find themselves in the sun. I live in Phoenix and I see far worse sun damage when visiting back east than I do here. I am a friggin fanatic. I cover my legs with a towel when driving, wear spf religiously, cover my hands when driving etc.
