California Mileage Tax Would Charge Drivers Based on Distance Driven

What about a tax on every mile you drive?

A new bill going through Sacramento would tax drivers for every mile they are on the road.

The state gasoline tax of 52.9 cents per gallon could be replaced with a "miles driven fee" of $0.05 cents or so per mile driven, under state legislation proposed by a Bay Area lawmaker.

State transit officials note that there's not nearly enough money available to fix the many bridges and roads in California that are in desperate need of repair.

A federal highway fund, based on taxes on fuel, is expected to run dry this summer.

“We've got to figure out how to pay for infrastructure,” state Sen. Mark DeSaulnier (D-Concord) said. “One philosophy is, if you use it, you should pay for it.”

Under SB 1077, introduced by DeSaulnier, a still-to-be-determined California city would begin taxing motorists in January 2016. The longer your commute, the more you would pay.

That may yet be a tough sell, but a $0.05 per mile fee could raise over $100 billion for roads in some parts of the state, the San Gabriel Valley Tribune reported.

I drive 900 miles from Pocatello to San Diego, then park my F150 except for a few grocery runs over the next 6 months. Typically about 200 miles. I then drive 900 miles home for Christmas or my wedding anniversary in June. Out of 2000 miles "round trip" plus some local, only 800 is on California roads. I'm not paying a vehicle mileage tax for miles traveled on the roads in Nevada, Arizona, Utah and Idaho. Further, only miles actually traveled on roads maintained by the state should be even "eligible" for such taxation.

It could all simply be that the generation currently in governing age has a monstrous chip on its shoulder and just wants to cause as much pain to other people as possible. Sounds a lot like now-jaded and disappointed former ‘60s and ‘70s radicals, doesn’t it?

After increasing the sales tax, why do they need this new tax?

This will screw Vegas more.
Will IMO have everyone filing writing off mileage for work more.

Will this end the other gas tax? No!

We have stupid turds running this state.

Much as they have enticed people to install solar, then slapped big taxes and fees on them to "connect" their private generating capacity to the electrical network AND made it illegal to break the connection from the electrical network to run independently. The damn Aussies essentially nationalized the privately purchased solar panels on homes and businesses in Australia.

1. Declare problem to raise revenue.
2. Create policy to encourage / discourage behavior in order to raise revenue via fees or fines.
3. Fees and fines alter behavior and soon bad behavior stops and revenue slows.
4. Slowing of revenue is reclassified as a problem.
5. Go to step 1.

Perhaps the moron proposing the new tax would be good enough to publish the amount of gas tax being collected under the present system and where the money is being spent.

I’ve heard this proposal floated before...what they actually want is to put a GPS unit in your vehicle. Then THEY compute how many miles you’ve driven. You can’t dispute their calculations either.

This would be the final reason to leave California. I've been stuck here because of family and wife's work. Pass this and I'm gone. I no longer care about her father's problems. I've been trying to convince her to move to AZ or NV or even Texas for years. This would be the final nail in the coffin.

I hate California politics, but the love the area and climate we live in south Orange County. But this one will push me and millions over the edge to leave this commie state.

They could do like they do here in North Carolina where you get taxed on your car EVERY YEAR based on its estimated value as long as you have it (or many).

That is some serious taxing, but it is true also of my State of SD. It is just probably more affordable here. Our registration fees doubled about three years ago and are likely still cheaper than NC.

On a more upbeat note, Greeenville NC, Pitt Co. IIRC the birthplace of my mother who in her 93 years, never lost her southern accent having lived all over the world.

They will drop the Fuel Tax to get the mileage tax implemented, people will be happy
to allow the state to do this. But, once this mileage tax has been initiated it will never
be repealed and they will bring back the per gallon tax. This is all a big scam by the Gov.

Then they'll build more monuments to themselves and not fix the Highways,
perpetuating the situation to bring in more tax hikes.

Well, why don’t Cali mandate people buying gas hogs. I see a market for 1977 Cadillacs and Lincolns.
Like working for a company that charges people for bandaids and then going around cutting peoples fingers with a razor blade because they weren’t making enough money selling bandaids.

Let’s do some math:

The number of gallons of vehicle fuel consumed in California is approximately 18 billion gallons:

However, these are 2009 figures and let’s say that consumption now is 22 billion gallons of vehicle fuel annually

22 billion gallons x $0.529 = $11,638,000,000.00

So, right off we see that the proposal to raise $100 billion represents a nearly ten fold increase over the current revenue.

There are approximately 33.3 million registered cars, vans, trucks, motorcycles, etc in California:

Consequently, the per registered vehicle fuel tax burden is approximately:

$11.638 billion/33.3 million registered vehicles = $349.49/registered vehicle

In order to eliminate the fuel tax entirely and raise the $100 billion based on a $0.05/mile driven tax requires a total mileage of:

$100 billion/$0.05/mile driven = 2,000,000,000,000 miles driven

2 trillion miles!

To put that into perspective:

2 trillion miles/33.3 million registered vehicles =

60060 miles/year/registered vehicle
($3003/year mileage tax)
5005 miles/month/registered vehicle
($250/month mileage tax)
164 miles/day/registered vehicle
($8/day mileage tax)

The proposal requires that every registered vehicle in the state be driven 164 miles each day of the year.

It is interesting to note that the legislator proposing this tax has a 200 mile/per day daily commute. He must think that every one else in California has a similar comute as well.

Note: Although I did use a spreadsheet to do these calculations, it is still pretty early here on the East Coast. When you are dealing with that many zeros, the possibility of an error exists. Frankly, given the derived magnitude of the proposed increase and its likely impact on the average driver if implemented, I hope I did make an error somewhere along the line.
