A secret cable released by Wikileaks on Tuesday revealed that Russian Foreign Minister Sergei Lavrov warned Washington as far back as 2008 that US-EU-NATO meddling in Ukraine could split the country in two.
Following a muted first reaction to Ukraines intent to seek a NATO Membership Action Plan (MAP) at the Bucharest summit (ref A), Foreign Minister Lavrov and other senior officials have reiterated strong opposition, stressing that Russia would view further eastward expansion as a potential military threat, said the 2008 cable classified by William Burns, than US Ambassador to Moscow and currently the US Deputy Secretary of State.
NATO enlargement, particularly to Ukraine, remains an emotional and neuralgic issue for Russia, but strategic policy considerations also underlie strong opposition to NATO membership for Ukraine and Georgia. In Ukraine, these include fears that the issue could potentially split the country in two, leading to violence or even, some claim, civil war, which would force Russia to decide whether to intervene, the cable said.
The Russian foreign minister also emphasized that Moscow was convinced that the alliances enlargement was not based on security reasons, but instead was a legacy of the Cold War. Moreover, he warned, joining NATO was unlikely to strengthen democratic governments.

Bush merely brought it up. NATO rejected membership for Georgia and Ukraine, quickly and outright.
Bush did a lot more than simply bringing it up. He actively worked for it. NATO's European members rejected Ukrainian membership after Russia objected mightily to it and began rattling its sabers.
Just to keep things in perspective, how did the U.S. react when the Soviet Union backed Castro in Cuba and then put nuclear missiles there? What about Grenada? And then Nicaragua? seems like there is some serious hyprocrisy going on with these threads.

Anyway, the rejection is NOT the issue, the issue is that the U.S. did indeed try to drive NATO right up to the Russian border despite earlier promises not to do so, which the Russians viewed as a clear threat and continue to do so. That's why Putin is doing what he's doing, but y'all won't take your rah-rah blinders off and instead insist on taking measures against Russia that would ultimately lead to World War III, if you had your way.
