Sec. of the US Treasury Geithner had administrative control of the IRS, and all of its employees, including scapegoat Lois Lerner.
Geithner would have had to have known of any IRS Program to silence those who opposed the Obama administration that Geithner was a key part of, because the IRS is the main profit center for the always in debt US Treasury Department.
Hence, anything that might have a a negative effect on the income stream to the IRS, such as protests against the IRS by “dangerous,” (Lerner’s word), anti-Socialist Groups would be germane to shifty-eyed Geithner, liar Obama and lawless Holder.
The above is speculation, but worthy of Investigation by a House Special Prosecutor or Committee, IMHO, of course.

Yes, those are the organizational line components BUT things like this are not done on paper, they are done in meetings with no written detail, face to face or by phone. I don’t think for example there was an organizational chart which had Howard Hunt directing a bunch of burglars either but he did do it. Regardless, In August 2011 there was a meeting at the white house between the IRS Chief Counsel and others and some guy who was in charge of presidential initiatives at the department of commerce. The meeting was about Exempt Oraganizations.
