The Ukrainian government officially announced they were cutting off the water supply to Crimea.

Yes, I posted that news when it was announced. The Russian intervention stopping the flow of water to blame the Ukrainians occurred before the Ukrainian decision to discontinue services until a new contract was negotiated and payment for past and future deliveries of water were agreed upon and secured. So your complaint misrepresents what happened.
