From April's Geneva agreement:
"Under the Geneva agreement, illegal armed groups are meant to end the occupations of government buildings and disarm. In return, protesters who have left public buildings and surrendered weapons will be offered an amnesty and the central government in Kiev will begin a process of constitutional reforms aimed at devolving powers to the regions."

The Maidan was populated by ethnic Russians from all parts of Ukraine, and this was one of the original demands of that movement to begin with.
