My grandfather was training inmates to be electricians at Southern Michigan state prison 30 years ago.
Teach them a useful trade! Like plumming, or locksmithing, maybe how to be a bank guard, or security,

Japanese prison cell: one inmate per, perfectly clean, white box in the center of the floor. When signaled, all inmates sit in the white box on the floor, until told to stand. Don't sit in the box? A squad of guards shows up with long hard rubber truncheons. Conscious, or unconscious, inmate is sitting in box when the guards depart. Repeated as often as necessary.

I can’t afford a degree on my own...just break the law and get room & board and a degree...not a bad idea. Let the Producers set me up for life!! My kids could do it, too!!
I like the locksmith idea. But most of them don’t need classes.
In fact, most of them could be instructors not students.
