In the United States, welfare and Medicaid programs form a crucial part of government efforts to provide assistance to the poor. Within the nation's poor, certain immigrant groups represent a particularly vulnerable population. Overrepresented in low-wage jobs, these immigrants experience heightened levels of precarity. After the extensive welfare reforms of the mid-1990s, however, they face limited access to government programs.

Definitions Welfare includes all organized government programs that benefit the poor or offer public assistance, such as food stamps and Aid to Families with Dependent Children (AFDC). Medicaid is a welfare program that focuses on health care. Through state Medicaid programs, the government offers financial assistance to those who do not have the resources to afford medical care. State Medicaid programs are also matched with funds from the federal government. As the Medicaid and welfare systems evolve, the rate of immigrant participation in these programs remains a controversial subject.

Welfare Reform Historically, legal immigrants in the United States have had the same access to public programs as native-born Americans. This system changed drastically with the welfare reforms undertaken in 1996, a year in which President Bill Clinton promised to "end welfare as we know it." The most notable change to welfare came with the passage of the Personal Responsibility and Work Opportunity and Reconciliation Act (PRWORA) under which almost 1 million non-citizens lost welfare and Medicaid benefits. Such sweeping reforms followed Congressional Budget Office estimates that cutting welfare and Medicaid benefits to immigrants would lead to a savings of roughly $21 billion in the first five years.

Post-Reform Changes

Beginning in 1997, legal immigrants in the United States could qualify for federal Medicaid and welfare programs only after five years. Undocumented and temporary immigrants, including those with temporary work or student visas, became ineligible for these benefits. These eligibility changes led to the increased use of state funds for immigrant health and welfare coverage. The seven states with the highest immigrant populations--California, Texas, New York, Florida, Illinois, New Jersey and Arizona--continued to provide extensive benefits to immigrants.

Let the whole world into America via amnesty and then give them all Welfare and Medicaid benefits. Don’t worry, the “rich” can pay for it all. Our nation is committing suicide.

She seems to be intentionally confusing foreigners who are here in compliance with our immigration and naturalization laws, with foreign criminal invaders.
Try blowing into Mexico City, Nina, and applying—as an Estados Unidos guera `immigrant’—for welfare benefits. Tell them you need a roof, tres `hots and a cot’ and cable TV.

One of the platform issues for Britain’s UKIP Party is no public welfare for non-citizens unles they have been residents for 5 years. Sounds like a good idea to me.
