O.K., so Steve underestimated—make it 25 million additional Hispanic votes. At least his point was correct. Therefore, I find King’s logic meritorious and rate the claim True.

Congressional districts are based on population, regardless of whether the people are legal or illegal, us citizens or green card holders or illegal immigrants. Maxine Waters district is two thirds Hispanic, but many of them can’t vote. She needs far fewer votes to win an election than a Congressman in a more competitive district where there are more legitimate voters. CA has too many bogus congressional districts. If we could allocate districts on the basis of legitimate voters, CA would have fewer seats.
