PoliceOne warns officers that people of middle eastern ethnicity are changing their names or presenting themselves as hispanics in order to disguise their ethnicity and better blend into their communities. While this has been common practice among immigrants in the past, it presents a technique that possible terrorists or members of sleeper cells could use to escape notice.
The Texas Department of Public Safety informed the San Antonio Division Joint Terrorism Task Force that individuals of Middle Eastern descent are obtaining new Texas driver's licenses with Hispanic surnames.
Approximately 20 individuals of Middle Eastern origin are utilizing the Travis County (Austin, Texas) District Court each week to change their names and driver's licenses from Middle Eastern to Hispanic surnames.

In 2001, apparently unrelated to the specific attacks of 9/11, muslim men were bribing state officials to get HAZMAT licenses. Now, maybe hzmat truckers get paid more, and maybe Danny THomas’ muslim cousins all decided to skip show business and drive trucks, but it was odd. It was a multi-state bribery ring.

Makes sense the bearded men with burning eyes would opt for Hispanic surnames - the people of Spain were already a mixed race with a large genetic contribution from the Moors and Berbers, the most westerly of the Islamic tribes. Much of the Spanish language, in fact, has Arabic roots, through the Moors, and Islam was not formally rooted out of Spain until about the time Columbus set sail for the New World.

I remember a story years after 9-11, about the same kind of thing. It created a sizeable media-generated scare, and then it just disappeared.
