Actually, I'm going to disagree with the piling on here - I saw the graphic and while it's easy to think they're trying to say the moon landing was in 1963, what it actually says is that the act was passed in 1963, and since then, man has walked on the moon while the problem still exists.

Which of course is a good argument for the inability of the federal government to do certain things in the first place.
