We should have shot them down - Vlad the Impaler would have understood the message, as he understands the message sent by our failure to do so. They probe with the bayonet - when they find flesh, they probe deeper - when they find steel, they back off.
And yes, they would shoot a civilian airliner down that came that close to their shores - early 80's - KAL flight.

Indeed.
They shot down a Korean Air 747 that strayed over Soviet airspace in the 1980’s.
Jean Kirpatrick called them liars in front of the UN General Assembly.
