He was also in Camp Bucca for several years, which suggests he was already considered a serious threat when he went in there.
That theory seems backed by US intelligence reports from 2005, which describe him as al-Qaedas point man in Qaim, a fly-blown town in Iraqs western desert.
Abu Duaa was connected to the intimidation, torture and murder of local civilians in Qaim, says a Pentagon document. He would kidnap individuals or entire families, accuse them, pronounce sentence and then publicly execute them.
Why such a ferocious individual was deemed fit for release in 2009 is not known.

Can't be that hard to find out. Aren't all department, subdepartments, etc, of the executive branch have to keep records and divulge those records when lawfully required?
We need to pass a law requiring jail time for hiding information purely for political purposes. Like the VA did and continues doing.

Caller to the Dom Giordano radio show in Philly this morning was the mother of a man serving in Afghanistan - says he told her attacks on our troops there have doubled since Obama released the five terrorists last week - the act has apparently invigorated and spurred the Taliban on to more intense fighting, and soldiers in the field are “afraid for their lives” - and I’m beginning to feel a little insecure here at home too......
I can think of a couple of reasons. They released commanders from custody to go and overthrow Khadafi. They recruited Al Qaeda jihadists to go overthrow Assad. And now they are going after Maliki.
First, Obama doesn't see jihadists as his enemy. They might be America's enemy, but not his. Secondly, they seem to have made the calculation that the best way to handle Al Qaeda is to turn them, recruit them, arm and train them, and send them against our enemies. Or the enemies of the Saudis, whatever.
So while there is no appetite in the US for another war, you can get things done using proxies. That these proxies hate us just makes it all the more delicious as they do our bidding (or the Saudis' bidding) without realizing it.
I think this is how certain sectors of the government view it. And the ones who aren't in the know don't need to be in the know.
I just note that one of the first things Obama did was withdraw his support from Maliki. And now an army of jihadis is knocking at his door.
