Police chief suspended over Internet harassment of tea party protester

A small Wisconsin town's chief of police, who admitted to investigators that he harassed a tea party protester by signing him up for online dating, porn and other accounts, is now under criminal investigation and suspended from his job.

Tim Keleman, chief of police in the Town of Campbell, near LaCrosse, told the investigators that he just wanted to get back at the man he said was causing much distraction and hassle for the town by suing over the town's ban on signs and banners from a pedestrian bridge where the tea party wanted to send its message.

Greg Luce, one of the tea party demonstrators who sued over the sign ban in January, began noticing solicitations and emails from places like Match.com and went to police. Investigators traced the sign-ups, as well as comments left on the LaCrosse newspaper website about Luce, back to computers at the Campbell Police Department and Keleman's home.

Developments like this always outstrips the judiciary's ability to regulate it's use. Smart law enforcement will jump through the hoops to get warrants for its use. Unfortunately, many agencies won't do that.

This happened with GPS trackers and last year they got slapped down. Certain agencies were slapping trackers on anything that moved without warrants.

The data that Stingray pulls should require an exceptionally specific and high level warrant. This is normally referred to as a T III for the portion of a federal code that wiretapping laws come from. Without that, agencies that use Stingray are asking to have whole cases thrown out of court, then the lawsuits come.

AH, the life of a small town copper.

If he was a policeman in a big city he’d be too annoyed by robbers, rapists and murderers wasting his time, he wouldn’t even notice this tea party guy.
