It could be a combination of both of course. But you have pointed to an even more sinister plan, in that they send the children first, and then the humanitarian cry by the left is that the children MUST be reunited with their parents. And then, the parents will be allowed in to this country.

Did you note that the flow chart involves four separate departments/agencies -- Homeland Security, Health & Human Services, FEMA and Defense.
I wonder how long it takes for four different departments to agree on a plan of action and prepare for it. I wonder if this plan might have been drawn up in advance.
In other words, I wonder if this whole affair hasn't been orchestrated by the Obama administration -- for the purpose of advancing their "comprehensive immigration reform" (amnesty). Or simply creating chaos...
