I lived in the DC metro area during the Barry “Friday the Thirteenth” career and saw the wrath and destruction he sowed.
Barry followed a rather benign Mayor Washington, who was the last appointed Mayor of DC. Things went sour pretty fast. Some of the things that exist now were birthed and grown during his tenure. The career of Eleanor Holmes Norton is one example. She is the non voting member of congress, an oxymoron if there ever was one. Even if she has no vote, she surely has a voice, a very loud one. Although I never checked it out, I’m betting she is quoted in the NYT as much or more than any authentic, elected member of congress.
I'm not sure the word 'ignore' aptly describes the phenomenon. In many cases there is admiration for someone who gets 'back at the man' and ignores the law.
