TOKYO -- Tensions have been running high in the East China Sea, with Chinese fighter jets flying unusually close to Japanese Self-Defense Forces (SDF) aircraft, the latest of a recent spate of dangerous incidents in disputed airspace. The flybys have raised concerns within the Japanese government that China's military might not have full control of some of its members.

The Japanese war in China was exacerbated by lower rank officers who staged provocations to provoke a wider war. At a governmental level the Germans too staged provocations as an excuse for war. The Chinese have whipped up a fury of anti-Japanese feeling. The danger in that is that poorly disciplined but very patriotic and macho service members might do what they think is patriotic by provoking a fatal reaction from Japan. China doubtless realizes what is going on. If they don’t want to risk war or an embarrassing incident they should keep their forces at a distance and punish those who disobey. On the other hand such a move might be seen as dropping their territorial claim. Japan and China have a problem.
